Applications are now available in the Office of Faculty Affairs and Professional Development, ADM 451, for the CSU Forgivable Loan/Doctoral Incentive Program.

The loan will be canceled (forgiven) at a rate of 20 percent for each year of service rendered as a full-time instructional faculty member in the CSU after completion of the Ph.D. Faculty and staff are encouraged to let qualified, motivated students know about this program.

Heard announcements from:
- California Faculty Association SFSU Chapter President Mitch Turitz announced that hard copies of the new contract are available in HSS 331 or by calling ext. 8-6232.
Heard a report from Faculty Trustee Harold Goldwhite, professor of chemistry at CSU, Los Angeles:
- Enrollment management is a subject of great interest to the CSU Board of Trustees since we are adding a number of students to the CSU each year equivalent to the number now attending CSU Hayward. The board is working on a policy change, which would allow each campus to decide and negotiate its enrollment cap with the CSU. It is likely that a major budget reduction will not cut deeply into the CSU this budget year. The trustees' budget recommendation calls for a 1 percent above the line (partnership agreement) and 3 percent below the line faculty salary increases. The CFA does not support this split adjustment and argued for a 4 percent salary increase above the line. The board realizes that faculty are undercompensated and overworked.
Heard a report from statewide Sen. Jan Gregory, on actions taken by the CSU Senate Faculty Affairs Committee (FAC):
- The committee is developing a resolution that would create a policy and practice consistent with California legislation and CSU administrative "whistleblower" policy. The committee also reaffirms the role of faculty in curriculum, specifically addressing concerns about external influences on academic programs, especially at times of perceived crisis. A joint subcommittee composed of FAC and Fiscal and Governmental Affairs Committee members drafted language urging reconsideration of the CSU budget proposal.
In the action part of the meeting, the Senate:
- Approved a Master Plan projection and implementation for a new B.S. degree program in computer engineering.
- Approved an amendment to the policy on the All-University Committee on International Programs (S87-151).
- Approved changes to the M.A. in psychology, concentration in social psychology.
- Approved changes in the masterŐs degree program in public administration.
- Approved changes in the M.A. in English, concentration in teaching of English to speakers of other languages.
- Approved changes for the M.A. in English, concentration in literature.
- Approved changes in the M.S. in engineering.
The next meeting of the Academic Senate will be held from 2 to 4 p.m. Tuesday, Dec. 2, at Seven Hills Conference Center. All are welcome to attend. Visit the Academic Senate Web site at: www.sfsu.edu/~senate.
