Proposal Title: Increased teaching loads for non-research active faculty

Brief Description of Proposal:
Non-research active faculty (those who have not published at least one article -- or equivalent -- in five years) should teach 4 courses per semester. if definition of "non-research active" is fairly generous, this proposal should not be controversial. if faculty do nothing other than teach 3 classes, this really is a part-time job.
