Proposal Title:     truth in advertising

Brief Description of Proposal:

We need to figure out our capacity. And stick to it if possible. We send lots of mixed messages - fewer faculty and classes but we admit more students than ever. More impacted majors each year. At some point we need to have some truth in advertising. Just because a student is admitted to SF State doesn't mean s/he will be able to pursue his/her desired major. Particularly as more departments close their doors (either by impaction or by creating a very small pipeline in terms of offerings of key gateway courses).

How will we determine when non-impacted majors are "full" and what happens when everything is full but there are still hundreds or even thousands of major-less students knocking on our doors? What do we tell the students who are here? What do we owe them?

This is something that gets discussed in various places on campus but no one has been given the task and authority to really address it in a meaningful way. Instead each year students get locked out of majors they thought were available to them but suddenly aren't.
