Proposal Title: rethink CEL

Units affected: CEL, but also many academic departments

Brief Description of Proposal:
There was a time when CEL pumped significant amounts of funds into departments, primarily through self-support summer and winter sessions and through concurrent enrollment. The Chancellor killed self-support summer sessions, but there seems some prospect they will return. If that happens, we should return to the old formulas for allocating the income. Similarly, 80% or so of concurrent enrollment income should go to the department that generates it.
When CEL was housed on campus, it seemed to be able to deliver much more to the academic units.
