Proposal Title: Implement a fine system for campus smoking violations

Brief Description of Proposal:
Make the "smoke-free campus" slogan meaningful. It will create a much better healthy environment for everyone who works on this campus. Reinforce the non-smoking policy by issuing violation tickets (that will bring good income for the university, I predict).
