Proposal Title:     students taking excess units

Brief Description of Proposal:

As chair who signs undergraduae graduation applications, I notice some students take more units than are required to graduate, even after the major, GE, and university requirments are met, including financial aid or international student unit limits. It's nice to take courses that are pleasurable beyond requirements, but do these excess units cost the university money? For example, the one I am signing as I write, has 155 units, a common interest is noted; these classes were not major, minor, GE, etc. and always over 12 units/semester.
