California Dream Loan

The California State University has announced the availability of loans for
AB 540/Dreamers beginning THIS Spring semester! The California Dream Loan is a subsidized loan program for undergraduate students with a valid California Dream Act Application and a valid AB540 affidavit on file with the University.


The California Dream Loan is a subsidized loan program for undergraduate students with a valid California Dream Act Application and a valid AB 540/AB 2000 affidavit on file with SF State.
The California Dream Loan is borrowed money you must repay with interest.
The interest rate for 2017-18 is 4.45% fixed.
A subsidized loan does NOT accrue interest while you are enrolled in college at least half-time and during periods of approved deferment. Deferments are an agreement between the lender and the student to postpone payments for an approved period of time. You will be responsible for the interest charged at all other times.

Repayment of your loan begins 6 months after you graduate or drop below half-time. California Dream Loans are set-up to be repaid in monthly installments over a 10-year period and have a minimum payment of $50 a month. You can pay off your loan earlier without penalty.

  • STEP ONE: Requesting a California Dream Loan
    If you wish to receive a California Dream Loan, please email:

  • with your NAME, STUDENT ID, and a message stating “I would like to receive a California Dream Loan in the amount of $___________ (Up to $2000)

Within 3 business days of sending the email , you must log into your SF State Gateway, view financial aid awards and ACCEPT your loan.
Students who accept a California Dream loan must complete an online Promissory Note and Entrance Counseling.

STEP TWO: Accepting Your CA Dream Loan
After you have been notified of the loan approval, you must log into your SF State Gateway. Once in your Gateway, choose the option to Accept/Decline Awards under the Finances Section. Select the correct aid year and accept your loan.

Please note:
if you would like to accept a reduced amount from what you were offered, you can enter in the reduced amount manually.

STEP THREE: Completing your Dream Loan Requirement
Once you accept your loan, you must wait to complete the Dream Loan Requirement. This requirement will show up on your “To Do List” right away, but it will not be available to complete until 3 to 6 business days after you accept your loan.  Failure to complete this requirement in a timely fashion may result in cancellation of your loan.

When your Dream Loan Requirement is available, you will complete it at: http://www.heartlandecsi.com/. Since there are many steps, it is important that you use below instructions to successfully complete the following:

A) Obtain your ECSI/Dream Loan PIN and
B) E-sign your Dream Loan Promissory Note

The process will take approximately 30 minutes to complete.  Be sure to have this document available as it will guide you through the process and may eliminate questions that may arise.

  2. Click Manage Your Student Loan Account
  4. Select San Francisco State University
  5. Click “Get Started" button
  6. Step 1: Confirm Availability of Promissory Note/Loan Packages - Enter your information **Please note, you must not enter your Social Security Number even if you have one. Instead, you must enter your SF State ID Number (SID).
  7. After entering your information, click “Submit” button.

  9. Step 2: Authenticate Yourself - Before you can authenticate yourself, you must go to https://borrower.ecsi.net to obtain your ECSI PIN/Password. Once there, do the following:

    1. Type in School Code: AD7
    2. Click “Need help logging in?” link

  11. Fill in the required information in order to receive your ECSI PIN.

    **Remember, you must use SF State Student ID (SID) so provide those last 4 digits
    ***Also, Zip Code must match the Permanent Address listed on your Student Center

  13. You will then receive your PIN for ECSI/Dream Loan via email, **Please save PIN for future login in case you pursue a Dream Loan in the future
  14. Return to www.heartlandecsi.com and repeat steps 1-7
  15. Step 2: Confirm Availability of Promissory Note/Loan Packages - Authenticate your account.
  16. Log Into Account using the following:
    • Organization Code: d7
    • Account: SF State ID Number (SID)
    • Password: ECSI PIN
  17. Click "Login" button.
  18. Step 3: Consent - Read agreement, confirm you have required hardware/software, and check box at the bottom of the page. Click “Submit.”
  19. Private Education Loan Application and Solicitation Disclosure – This is an EXAMPLE ONLY disclosure page. Do not be alarmed by the numbers provided, as they do not reflect your ACUTAL interest rate. Your loan specific disclosures will be presented at a later step. After reviewing, click "Submit."
  20. Step 3: Student Loan Entrance Interview Counseling - Review information carefully in order to correctly answer all 4 questions under Test Your Understanding? Section. Click "Submit."
  21. Step 4: Rights and Responsibilities - Review information and check box to accept terms. Click "Submit."
  22. Step 5: Reference Information - Fill in your student information and provide 2 references. **References must have two separate U.S. addresses, though one reference can have the same address as the student’s permanent address listed under Student Information.
  23. Check box at bottom of page to authorize information and click "Submit."
  24. Loan Details - Review information and electronically sign at the bottom with E-Signature. Click "Submit."
  25. Step 6: Self-Certification – Review all sections and provide E-Signature in Section 6. Click “Submit.” **Please note the numbers in Section 2 are reported by the University based on any financial aid received and estimated costs, so the student does not need to manually update the information.
  26. Step 6: Review and Sign – Review the draft of your Promissory Note. A printable version of your Promissory Note will be available at the end.
  27. Provide E-Signature and click "Submit."
  28. Step 6: Private Education Loan Final Disclosure – Review right to cancel and repayment terms.
  29. Provide E-Signature and click "Submit."
  30. Step 7: Electronic Signature Accepted – Your Dream Loan Requirement is now complete, and you can print a copy of your Promissory Note for your records. Write down your ECSI PIN if you did not previously do so.
  31. Please allow 7-10 business days for your Dream Loan requirement to be received on the SF State Student Center. Once received, your Dream Loan will be ready to disburse.
