Trustees Recommend Changes to Presidential Selection Process, Discuss Compensation

A change in the presidential selection process will provide for the formal identification of internal candidates, helping the CSU fill key leadership positions from among its own ranks.

The CSU Board of Trustees' Special Committee on Presidential Selection and Compensation, which held its second meeting yesterday, also discussed revising the campus visit process and the elimination of the second review panel which has been part of the policy that has never been used.

The committee also recommended adding a trustee to the search committee. The search committee, formally known as the Trustees Committee for the Selection of the President, is composed of the chair of the board, the chancellor and three trustees, which will now be four.

"The changes to the selection policy will enable the CSU to provide the best possible pool of candidates and the appropriate level of confidentiality," said CSU Board of Trustees Chair Herb Carter. The revised policy will be taken to the full board for a vote at its September meeting.

At its initial meeting Aug. 8, the Board of Trustees' Special Committee on Presidential Selection and Compensation discussed the challenges the CSU is facing in executive hiring as many of the CSU's 23 presidents are at or nearing retirement age. (San Francisco State President Robert Corrigan recently announced his retirement and CSU Northridge President Jolene Koester will retire in December.) The trustees acknowledged the importance of promoting from within the system and protecting a candidate’s confidentiality throughout the selection process as candidates have withdrawn knowing their names would be publicly disclosed.

The special committee, which was put together at the request of the Chancellor and Board Chair Herb Carter, is charged with reviewing the presidential selection process and compensation policy, and developing recommendations to the CSU Board of Trustees.

The committee also heard from former University of Georgia President Chuck Knapp who gave an overview of the national landscape regarding presidential compensation. At the conclusion, the committee decided to explore developing a new system of comparison institutions based on tiers, offering an optional retirement system, and implementing salary caps that would include compensation funded by state and private dollars. The committee proposed to tentatively reconvene in October after staff has done an analysis of the proposals.
