Support of Emergency Preparedness Week April 7Ñ11, 2008

WHEREAS San Francisco is exposed to a wide variety of hazards, both natural and man-made. Earthquakes, fires, severe storms, power outages, and acts of terrorism are just some of the potential emergencies we may encounter; and

WHEREAS Protecting the SF State community is the shared responsibility of the entire faculty, staff and students. Individuals can prepare themselves, co-workers and their families for emergencies by taking simple steps such as organizing an emergency supply kit, making a personal preparedness plan, becoming informed about different threats, and getting involved in preparing their community. These activities create a culture of preparedness and can help save lives; and

WHEREAS on October 8, 2007 Chancellor Reed signed Executive Order 1014 whose purpose is to maintain an ongoing program on each campus that ensures the continuity of essential functions or operations following a catastrophic event. This executive order provides guidance to the campuses for the development and implementation of business continuity plans using models such as the Continuity of Operations/Continuity of Government (COOP/COG) plans and guidelines promulgated by the California Office of Emergency Services (OES). As required by the state of California Executive Order S-04-06, all state agencies shall update their COOP/COG plans consistent with these guidelines; and

WHEREAS on August 7, 2007, Chancellor Reed signed Executive Order No. 1013 relating to the California State University Emergency Management Program. This executive order purpose is to maintain an emergency management program on each campus that will be activated when a hazardous condition or natural disaster reaches or has the potential for reaching proportions beyond the capacity of routine operations. This executive order supersedes and modifies Executive Order No. 921 to adopt the National Incident Management System and incorporate revisions to further define the responsibilities and needs of an effective campus emergency management program; and

WHEREAS on November 12, 2004, Chancellor Reed signed Executive Order No. 921 issued under Chapter II of the Standing Orders of the Board of Trustees of the California State University and in concert with the California Emergency Service Act in Chapter 7, commencing with Section 8550 of Division 1 of Title 2 of the Government Code. The purpose of this executive order is to maintain an emergency management system on each campus that will be activated when a hazardous condition or natural disaster reaches or has the potential for reaching proportions beyond the capacity of routine operations.

The president of each campus is delegated the responsibility for the implementation and maintenance of an emergency management system program on campus. The campus shall write each emergency plan in accordance with and as described in the California State Emergency Management System (SEMS) developed by the State Office of Emergency Services. The responsibility of the Office of Emergency Services in this matter is described in the GovernorÕs Executive Order D-25-83, and Section 8607 of the Government Code; and

WHEREAS San Francisco State University opened its first Office of Emergency Preparedness in the Fall of 2007. Operating under Student Affairs and the University Police, the office is responsible for the University's Emergency and Management Plan and day-to-day safety policies; and

WHEREAS the Office of Emergency Preparedness has developed training in First Aid/CPR for the campus community as well as an Emergency Preparedness online tutorial (http://www.sfsu.edu/%7Eupd/emergency/quiz/). The Office of Emergency Preparedness will be creating CERT (Campus Emergency Response Team) training for the campus community; and now therefore be it

RESOLVED that the Academic Senate of San Francisco State University designates the week of April 7-11, 2008 as Emergency Preparedness Week; and be it further

RESOLVED that the Academic Senate, and SF State encourages faculty and staff members to elevate awareness and engagement of the campus community around the issue of emergency preparedness; and be it further

RESOLVED that the Academic Senate, SFSU, commends the Office of Emergency Preparedness for all they have done to promote safety and a proactive culture of emergency preparation in order to survive and endure any hazard that may fall upon our campus community.
