ANNUAL BOARD OF APPEALS AND REVIEW REPORT 2007-2008

I. Charge:

Academic Senate Policy #S84-121

All students at San Francisco State University, as they work toward their educational objectives, are expected to adhere to a number of regulations and policies which have been established by the State Legislature, the Board of Trustees of the California State Universities and Colleges, and San Francisco State University.

In administering these regulations and policies, the University recognized that it must at times take into consideration the special needs of the individual student. The President, by virtue of his authority and responsibility for the administration of the educational program in the University, has delegated to the Board of Appeals and Review the responsibility for ruling on requests for special consideration. This Board, in addition to acting on student requests for special consideration, also evaluates policies and regulations and, when appropriate, recommends to the appropriate body reconsideration of policies and recommends modifications in interpretation and application of policies.

II. Summary

The Board of Appeals and Review generally meets on the first Monday of every month in each semester.. BOAR met six times from September 2007 through May 2008.. During the course of the year, the Board reviewed 32 petitions* that required extensive consideration by the committee due to the complex nature of each request. Per the usual, the majority of petitions dealt with requests for retroactive withdrawal from semester(s). The number and percentages for approval, approval with conditions, no action and denial were:

Withdrawal from a Semester:

Approved - 19 (59%)

Approved with Conditions - 1 (3%)

No Action - 4 (12%)

Denied - 5(16%)

Waiver of College Regulations:

No petitions for waiver of college regulations were reviewed during the 2007-2008 academic year.

* This does not reflect all petitions submitted but rather all those acted on by the collective Committee. Routine requests are managed outside of the Committee using criteria and standards established by the Committee. On occasion petitions submitted through the Registrar do not require Committee action. (e.g., clearly supportable approvals and denials, grade appeals, GE appeals, etc. that have not been reviewed by the appropriate campus authority before consulting BOAR, or those that are otherwise not actionable).

III. Activities of the Academic Year 2007 - 2008

BOAR did not complete or engage in any other activities beyond petition review in 2007-08.
