The Child and Adolescent Development Program offers an interdisciplinary B.A. degree which includes a core of required courses and four concentrations: Young Child and Family; School Age Child and Family; Youth and Family Services; and Research and Public Policy. Students select one concentration depending upon their academic interests and career goals with input from a faculty advisor.
The CAD Council, an advisory body to the Child and Adolescent Development Program which is comprised of faculty from academic departments/programs with courses in the CAD major, has devoted the past year to reviewing and updating the CAD major. The following recommendations for revision come from both the CAD Council and the BSS Council of Chairs which approved the proposed revised curriculum.
1. Minor revisions in the prerequisites to the major one course choice added; units required remain the same.
2.
Minor revisions in the core
requirements courses added and replaced; units maximum
units increased by 1 unit because

3. Minor revisions in the Young Child and Family concentration three courses added and two courses deleted; units required remain the same.
4. Major revisions in the School Age Child and Family concentration based upon new State of California requirements for teacher preparation (SB 2042) Minor reorganizations of two areas; major course changes in three areas including course additions and deletions; minimum units required increased by 3 in order to require both math and science rather than one or the other.
5. Major revisions in the Youth and Family Services concentration based upon a reorganization of thematic categories. Two areas deleted and one area added; courses added, moved, and deleted; minimum units required remain the same (21); maximum reduced from 26 to 25.
6. Major revisions in the Research and Public Policy concentration based upon a reorganization of categories. Courses moved, deleted, and added; units required remain the same.
New Courses
Only two new courses that have not been offered before (but which have been approved) have been added to the major: CAD 500 Action Research Methods in Child and Adolescent Development (3) and CAD 625 Children, Youth and Public Policy (3).
The overall rationale for the review was to
assess how well the interdisciplinary curriculum was working almost five years
after its inception and to address recurrent concerns and problems that were
raised by students and faculty in the program. The first task was to update
the major to delete courses no longer taught and add new, relevant courses
that were not offered at the time the major was formed. The second task was
to reorganize some of the concentrations to increase their thematic coherence,
and the third task was to identify places in the major where students progress
was impeded due to infrequent course offerings or because student demand was
too great in relationship to the number of course sections offered. As shown
in the table below, since the first students were admitted in fall, 1998,
enrollment in the CAD program has increased substantially. In By fall
1999, there were 54 majors, in fall 2002, there were 322 majors, and in fall
2003, there are 370 majors.

A second and compelling rationale for the proposed changes, specifically to the School Age Child and Family concentration, deals with SB 2042 and the California Commission on Teacher Credentialing (CCTC) regarding the new Standards of Program Quality and Effectiveness for the Subject Matter Requirement for the Multiple Subject Teaching Credential. We have been engaged in a lengthy review of all the courses in the core and School Age and Child concentration to determine which courses help us to meet the new standards. As one of two programs at SFSU that is approved to offer a Subject Matter Preparation Program in conjunction with an academic major, we are required to respond to these new standards. With the new requirement that even students who enroll in a subject matter preparation program after July 1, 2004, will be required to take the California Subject Examination for Teachers: Multiple Subject (CSET), the School Age Child and Family concentration is designed to strengthen the candidates preparation for teaching and help them prepare for the CSET.
Change in Units for the Proposed Major
With the proposed changes, the total number
of units in the CAD major would change from 52-64 to 5853-6468, , but only
for the School Age Child and Family concentration, because
of the changes to the School Age Child and Family concentration, as
shown in the table below.

(a) Effect on Library and Library Holdings There do not appear to be any notable implications for the library and library holdings, according to librarians Chris Mays and David Hellman, both of whom reviewed this proposed curriculum revision. There are numerous reasons for this assessment. First, CAD is an interdisciplinary program with most of its courses offered by other academic departments, so that the library resources used by CAD students already exist for these courses. Second, even though the number of CAD majors is increasing, we do not believe that their numbers unduly burden these departments library holdings because CAD students can select from multiple course offerings to meet specific requirements for the major. For example, students select one course from five possible course choices (from five different departments) to meet the Family Systems requirement in the core, while they select one course from a dozen possible course choices (from about seven different departments) to meet the Specific Cultures requirement in the core. Third, most of the courses in the major have been there since its inception, so there will not be a sudden influx of CAD students into these courses. Fourth, Mr. Mays indicated that with electronic data bases which give students access to journals, a large and growing major such as CAD can be accommodated.
In instances when we anticipate that additional library resources are needed - as with the new research and policy courses, CAD 500 and CAD 625, Chris Mays, the College of Behavioral and Social Sciences library liaison, indicated that he would be able to order books for these courses per our requests .
(b) Effect on Other Departments As
mentioned in the library resources section above, even though the number of
CAD majors is increasing, other departments would not experience a sudden
and overwhelming impact because students can choose from among multiple courses
in order to meet a requirement in the major. When there have been bottlenecks
in the program and students have not been able to get into required courses
in the major (ei.ge.
SOC 392, Research Methods) and other courses in the
Methods area), the Dean of the College of Behavioral and Social
Sciences has funded sections of courses in other departments (again, using
SOC 392 as an example).
(c) Resources from BSS The Dean of the College of Behavioral and Social Sciences is strongly committed to supporting
the Child and Adolescent Development Program. He strongly
supported the CAD programs request for a new tenure track position
that has been funded. He has committed college resources to support CAD 601,
the internship, with part-time lecturer dollars in a time when it is a scarce
commodity; and he is willing, again, to fund sections of courses in other
departments and has done so in the past - where there are significant bottlenecks
to student progress in the major. The Dean also demonstrated support for
CAD when, in August 2002, we moved to bigger offices and he obtained shared
student meeting space and a computer lab for students.
(d) Impact on FTES There will be a slight increase in FTES in the program with the addition of two new courses, CAD 500 Action Research Methods and CAD 625 Children, Youth and Public Policy. Departments with courses in the CAD major that are deleted could experience a slight drop in FTES, while conversely, departments with courses that are added to the CAD major may experience a slight increase in FTES.
(f) Impact on Students We will notify
students of curriculum
revisions in the following ways: during student orientations
at both the beginning and end of each semester; via the postcard we
send to all CAD majors
once a semester to notify them of program news and events; via a listserve
that goes out to all students at the same
time as the postcard; on the CAD website; in the
Marian
Wright Edelman Institute
newsletter; with flyers distributed in classes,
posted near the department office, the BSS student resource center, the Teacher Prep Centers at both
SFSU and the City College of San Francisco; and during regular advising/office hours.
Students who are already in the program will have the option of to following
the old or the
new curriculum. If the proposed curriculum is acceptedapproved, students
who enter the major after that time
would will be
held to the new curriculum requirements.
Consultation with Departments Represented Within the Proposal
The proposed changes took place during a lengthy curriculum review process and with ongoing participation from the following departments: Consumer Family Studies/Dietetics; Speech and Communication; Sociology; Psychology; and Elementary Education. Faculty and/or department chairs from these departments are members of the CAD Council and its subcommittee, the CAD Curriculum Committee, so they were intricately involved in this process.
During the curriculum review process within the College of Behavioral and Social Sciences, the departments with courses involved were consulted. The department chairs also reviewed the proposed curriculum and had opportunities to respond to proposed changes and take the proposed changes to their faculty. The BSS departments/programs that were involved included Sociology, Psychology, History, Economics, Public Administration, Environmental Studies, Geography, Human Sexuality, Political Science, Social Science and Urban Studies.
For added or deleted courses that are offered by other departments/colleges outside of BSS and not represented on CAD Council, department chairs were consulted about the proposed changes and the rationale for those changes.
In the next section of this document, each of the proposed revisions listed above is discussed and the proposed changes are shown side-by-side with the current curriculum.

If approved, the minor revisions to the Young Child and Family concentration will include:

Major Revisions to the School Age Child and Family Concentration
The proposed changes to the School Age Child and Family concentration were precipitated by the new state requirements for teacher preparation as articulated in SB 2042. The CAD major is one of two majors on campus that is approved by the state to provide course work for subject matter preparation for teaching in elementary schools without taking the California Subject Examination for Teachers: Multiple Subject (CSET) and its predecessor, the Multiple Subjects (MSAT) exam (waiver). This means that in lieu of taking the exam, students in the subject matter preparation program take approximately 11 extra courses beyond requirements for the major to meet subject matter competency. With changes at the state level, however, all students who enroll in a subject matter preparation program after July 1, 2004, will be required to take the California Subject Examination for Teachers: Multiple Subject (CSET). The School Age Child and Family concentration is designed to strengthen the candidates teacher preparation and help them prepare for the CSET.
These proposed changes shown reflect over a years worth of work to review the new standards and determine which courses in the core and school age concentration will meet the new state standards. Extensive consultation took place between the CAD Program and many departments that offer courses in the School Age Child and Family concentration at that time.
· COMMUNICATION DEVELOPMENT Area Title will be changed to Language/Reading/
Communication Development and one course will be added to this section SPCH 411 Language for Teachers.
· LITERATURE Area The title will be changed to Literature and Oral Communication. MATHEMATICS/SCIENCE Areas
the proposed curriculum shows the math requirement MATH 565, followed by
the Life Science requirement choices BIOL 300, BIOL 310, BIOL 313 , and BIOL 318, and the Earth/Space
Science requirement, GEOL/METR 309. Three courses that will be deleted are
BIOL 305, BIOL 320, and GEOG 600. Under the existing program, students
chose either math or science. The proposed curriculum requires one course
in each area which
increases the number of units in the concentration by 3 units. As in the existing
curriculum, the now required math course has a 3 unit prerequisite.
· PHYSICAL EDUCATION Area REC 380 Developmental Play Processes will be deleted because it does not meet the new state standards. This course, however, will remain in the core and in the Young Child and Family concentration.

SOCIAL SCIENCE Area This
section will be completely changed to reflect the new standards. All of the
courses in the current Social Science area will be replaced, although all
but one of them will remain in the major, either in the core or in other concentrations.
HIST/SS 469, although no longer in the major, is taken by many CAD majors
as part of the Segment III cluster: Children in and Families
and
in Society.

Major Revisions to the Youth and Family Services Concentration
In the Youth and Family Services Concentration, the proposed changes will result in a more cohesive, thematic organization of the Youth and Family Services concentration.
· The title of the concentration will be changed to YOUTH AND FAMILY SERVICES which more accurately reflects the intent and focus of the concentration.
· FAMILY Area Will be deleted completely, as it is redundant to the Family Systems requirement in the core.
· SPECIALTY Area in Health Two courses will be moved to different sections within the concentration - PSY 525 Community Psychology will move to Social Services; and SOC 362 Social Construction of Deviance and Conformity will move to Gender and Identity. In the Research and Public Policy concentration, the proposed reorganization is based upon the recommendations of the CAD programs faculty who has expertise in public policy as it relates to children, youth and their families.
