Transmitted herewith is a copy of Executive Order No. 374 which sets forth administrative policy to carry out preservation of historic resources under the jurisdiction of The California State University in accordance with statewide policy to preserve such resources established by the Governor and the Legislature.
The Chancellor's office is pleased to participate in this worthwhile endeavor and we encourage your wholehearted support in future efforts to identify and preserve our historic resources.
The Assistant Vice Chancellor, Physical Planning and Development, has been designated in the Executive Order to coordinate any questions relating to implementation of the Executive Order.
It is your responsibility as President to implement Executive Order No. 374 where applicable and to maintain the campus repository and index for all Executive Orders.

Executive Order No. 374
Title: Historic Preservation
Effective Date: January 1, 1982

Section 5024(a) of the Public Resources Code states, "…each state agency shall formulate policies to preserve and maintain, when prudent and feasible, all state-owned historical resources under its junction listed in or potentially eligible for inclusion in the National Register of Historic Places or registered or eligible for registration as a state historical landmark, pursuant to Section 5021. The State Historic Preservation Officer shall provide such agencies with advice and assistance as needed."
The State Historic Preservation Officer has provided a Model Historic Preservation Policy, upon which this administrative policy has been based. This policy is being adopted pursuant to Sections 1 and 2 of Chapter III of the Standing Orders of the Board of Trustees of The California State University.
The following administrative policy is established to carry out the preservation of historic resources under the jurisdiction of The California State University, in accordance with Section 5024(a) of the Public Resources Code.
Historic Preservation Policy
The California State University recognizes that California's unique cultural resources provide the citizens of this state with a sense of history and identity. Preservation of California's cultural resources may also encourage education, recreation, craftsmanship, employment, protection of scarce natural resources, and energy conservation. Accordingly, The California State University will assist in providing leadership in preserving and maintaining the historic and cultural environment in California.
The California State University will comply with the requirements of Public Resources Code Section 5024 (Attachment A) and will submit to the State Historic Preservation Officer an inventory of the significant state-owned structures over fifty years of age under its jurisdiction by July 1, 1983. On or before July 1, 1984, and annually thereafter, The California State University will submit inventory updates and a statement of historic preservation activities for the previous year to the State Historic Preservation Officer.
Until the inventory is completed, The California State University will exercise appropriate care so that any property which might qualify for listing in the National Register of Historic Places is not inadvertently transferred or substantially altered.
The State Historic Preservation Officer will be notified early in the planning process of any proposal to transfer, to relocate, to demolish or to alter the original or significant historical features or fabric of any historical resources. Alternatives to transfer, relocation, demolition or alteration will be explored to determine prudent and feasible means of preserving inventoried historical resources. Every reasonable effort will be made to retain the original qualities or character of inventoried historical structures. Removal or alteration of historic material or distinctive architectural features will be avoided. Inventoried historic structures will be appropriately maintained within available fiscal resources. Additions or alterations to historic structures will be compatible with the historic character of the property.
The California State University will attempt to rehabilitate and adaptively use inventoried historic structures when prudent, feasible and necessary for preservation of the structures.
The California State University will, when feasible, enhance California's cultural environment by acquiring, rehabilitating, and using historic structures eligible for listing on the National Register of Historic Places and when prudent and feasible to make such structures accessible to the public to provide inspiration, education, and aesthetic benefits for present and future generations.
The Assistant Vice Chancellor, Physical Planning and Development, is hereby designated responsible for coordinating and consolidating the reports to be prepared by each campus under this Executive Order, and for establishing such procedure as may be useful under the requirements of Public Resources Code Section 5024.

Public- Resources Code Section 5024
§ 5024. State-owned historical resources; formulation of policy; inventory; master list; documentation
(a) On or before January 1, 1982, each state agency shall formulate policies to preserve and maintain, when prudent and feasible, all state-owned historical resources under its jurisdiction listed in or potentially eligible for inclusion in the National Register of Historic Places or registered or eligible for registration as a state historical landmark pursuant to Section 5021. The State Historic Preservation Officer shall provide such agencies with advice and assistance as needed.
(b) On or before July 1, 1983, each state agency shall submit to the State Historic Preservation Officer an inventory of all state-owned structures over 50 years of age under its jurisdiction listed in or which may be eligible for inclusion in the National Register of Historic Places or registered or which may be eligible for registration as a state historical landmark. State-owned structures in freeway rights-of-way shall be inventoried before approval of any undertaking, which would alter their original or significant features or fabric, or transfer, relocate or demolish those structures.
(c) The State Historic Preservation Officer, with the advice of the State Historical Resources Commission, shall establish standards, after consultation with agencies to be affected, for the submittal of inventories and development of policies for the review of historical resources identified pursuant to this section. These review procedures shall permit the State Historic Preservation Officer to determine which historical resources identified in inventories meet National Register of Historic Places and state historical landmark criteria and shall be placed in the master list of historical resources.
(d) The State Historic Preservation Officer shall maintain a master list comprised of all inventoried structures submitted and determined significant pursuant to this section and all state-owned historical resources currently listed in the National Register of Historic Places or registered as a state historical landmark under state agency jurisdiction. The State Historic Preservation Officer shall inform agencies with historical resources on the master list of current sources of funding for preservation activities, including rehabilitation and restoration.
(e) On or before July 1, 1984, and annually thereafter, each state agency shall submit inventory updates to the State Historic Preservation Officer and a statement of its year's preservation activities.
(f) Each state agency shall submit to the State Historic Preservation Officer for comment documentation for any project having the potential to affect historical resources listed in or potentially eligible for inclusion in the National Register of Historic Places or registered as or eligible for registration as a state historical landmark.
(g) As used in this section and Section 5024.5, "state agency" means any agency, department, division, commission, board, bureau, officer, or other authority of the State of California.
(h) As used in this section and Section 5024.5, "structure" means an immovable work constructed by man having interrelated parts in a definite pattern of organization and used to shelter or promote a form of human activity and which constitutes an historical resource.
