5:42353. Public Meetings, Performances, Rallies & Similar
Events
“The president of the campus may permit the use
of campus buildings and grounds for public meetings, performances,
rallies and similar events held in accordance with reasonable
directives issued by the respective campus president as to
the time, place and manner thereof. Any such event occurring
on campus in violation of established campus directives regarding
time, place and manner is prohibited.”

Procedures for Hosting a Rally/Demonstration Event
The following regulations pertaining to time, place
and manner as stipulated by the university president must
be followed when planning a rally/demonstration event:
- Only San
Francisco State University registered student organizations
may register a rally/ demonstration. All rallies/demonstrations
must be registered with the Office of Student Programs and
Leadership Development (OSPLD) at least seven working days
before the event.
Exceptions may be granted in response to a national emergency.
The student organization registering the rally/demonstration
is responsible for the peaceful and lawful conduct of all
participants in the rally/demonstration.
Student organizations sponsoring a rally/demonstration must
provide OSPLD with the names of the student leaders who
are responsible for organizing and monitoring the event
prior to approval of the event.
Student organizations must satisfy all event preparation
requirements, as communicated by OSPLD, prior to approval
of event.
- Rallies/Demonstrations must remain
peaceful and lawful. Violations could result in arrests,
disciplinary action against individual student(s) and/or
disciplinary action against a student organization, including
suspension or withdrawal of recognition of campus student
organizations.
- Rallies/demonstrations must not
interfere with the scheduled event
- No indoor rallies/demonstrations
are allowed. Rallies/demonstrations are restricted to outdoor
venues only regardless of weather conditions. No doorways
or entrances to buildings or rooms may be blocked at any
time.
- Malcolm X Plaza serves as the
primary location for all rallies/demonstrations on campus.
Rallies/demonstrations related to an indoor event, requesting
a different outside venue must request location approval
from OSPLD
and Department
of Public Safety no less than 7 days prior to the event.
Some considerations for approval will include fire zone
regulations, health and safety concerns, and disruption
to University business. Other considerations may also need
review based on requested outside location and event.
- The names of speakers must be
provided to OSPLD five (5) working days prior to the event
to ensure the event will proceed without postponement or
cancellation by OSPLD.
- No amplified sound equipment
will be allowed except for the authorized amplified sound
equipment supplied to the host by the Student Center. No
bullhorns, air horns, drums, whistles or instruments that
increase sound will be permitted.
- The host organization must assign
monitors to the event and the monitors must meet with OSPLD
and the Department of Public Safety (DPS) 30 minutes prior
to the event for a briefing and for further coordination
of the day’s events.
- The use of banners, flags and
posting of flyers on the Student Center and other university
buildings is prohibited. This prohibition also includes
posting of items on campus light poles.
- The event host organization will
be responsible for the conduct of members of their organization
and their invited guests.
- Literature distributed at an
approved event should be such that it is not likely to incite
violence and must bear the name of the sponsoring organization.
- Amplified sound is allowed during
the hours of 12:00-2:00 pm only. The sound equipment available
from the Student Center is the only equipment that may be
used to amplify sound. The OSPLD office will regulate the
sound/decibel level to prevent interference with classroom
instruction.
- There is no tabling or construction
of a canopy inside the Malcolm X Plaza area. Tabling and
construction of a canopy must comply with OSPLD guidelines
for tabling.
- Individuals and groups participating
in rallies/demonstrations must avoid having activities that
create unsafe conditions or cause interference with University
classes, meetings or business.
- Sign supports for flags and banners
shall be limited to 1/4 inch or less in thickness and 2”
or less in width and have no sharpened edges. Sign supports
will be confiscated by DPS and OSPLD if not in compliance
with this standard.
- No marches are permitted on campus
unless authorized by OSPLD. If authorized, OSPLD and DPS
must approve march routes.
- Student organizations are expected
to notify OSPLD of the cancellation of an event at least
three (3) hours before the event was scheduled to occur.
