ORSP Organizational Chart
The Office of Research and Sponsored Programs (ORSP)
is organized into six sections, each having a specific
set of responsibilities, respectively:
- Pre-Award
The mission of the Pre-Award area is to assist faculty
in all aspects of proposal preparation, identification
of funding sources, preparing proposal budgets, completing
all required assurances, certifications, and authorizations,
and coordinating the delivery/transmission of proposals
to the funding agency in accordance with agency requirements.
- Post-Award
The mission of the Post-Award area is to administer
funds once the funds are awarded, to coordinate fund
management activities and assist with account reconciliation.
The staff in this unit sets up accounts for sponsored
programs; coordinates with the Procurement unit to
negotiate new awards and issue subcontracts; reviews
Procurement Card transactions, non-personnel cost-transfers,
and personnel cost-transfers; and reviews and approves
non-personnel expenses. Post-Award staff includes
five Grants Administrators who are assigned a portfolio
of awards by academic department; there are three
Grants Support Coordinators who assist the Grants
Administrators. These staff members report to the
Post-Award Manager, who reports to the Acting Director
of ORSP.
- Personnel
The mission of the Personnel Administration unit is
to assist all grant funded faculty, staff, and student
assistants with various aspects of personnel administration
including hiring, classification review and payroll
related issues.
- Compliance
The primary objective of the SFSU Compliance Program
is to provide the information, training and develop
internal controls needed to comply with the laws,
rules, and policies governing sponsored research at
SFSU. The Compliance Committee, chaired by the Provost,
oversees the Compliance Program at SFSU. The Compliance
Officer manages the daily operation of the sponsored
research Compliance Program. The Compliance Officer's
chief responsibility is to monitor internal controls
to ensure compliance with all federal laws and regulations
regarding sponsored research funding.
- Implementation Team
The purpose of this team is to implement infrastructure
changes to better support all sponsored programs by
improving our administrative processes and creating
better management systems for contracts and grants
at SFSU. Huron Consulting worked on campus for five
months and provided useful assessments and recommendations.
The implementation team has turned the Huron recommendations
into an action plan that defines each specific task
to be undertaken. The action plan is based on a timeline
indicating who is responsible for each task and the
constituencies involved. The action plan includes
the joint efforts of ORSP, Fiscal Affairs, Human Resources,
and the Division of Information Technology. This team
reports to the Associate Vice President for Academic
Affairs.
- Information Technology Support
This group provides technology service to the office
and interacts with the campus Division of Information
Technology (DOIT).
Upper management specific responsibilities for ORSP
include:
Associate Vice President for Academic Affairs
Enrique Riveros-Schäfer is responsible for
Pre-Award, Post-Award, Personnel, Compliance, and the
Information Technology Support Group. Dr. Riveros-Schäfer
also has responsibility for the implementation of the
Research Administration Infrastructure, a multi-year,
campus-wide project to strengthen the campus capacity
to provide efficient sponsored project administration
at SFSU. He coordinates activities of the ORSP and Technology
Task Forces, and is responsible for the Technology Implementation.

Acting Director
Michelle Gagnon has direct responsibility for
the day-to-day administration of Post-Award, Personnel,
and Information Technology. Ms. Gagnon coordinates activities
of the ORSP and Fiscal Affairs Task Forces. She reports
to the Associate Vice President for Academic Affairs.

Pre-Award staff specific responsibilities
include:
Assistant to AVP for Research and Sponsored Programs
Leticia Santos provides administrative support
to the AVP for Research and Sponsored Programs, calendar
management, coordination of meetings, preparation of
correspondence, reports, presentations, and handling
of sensitive, confidential information. Ms. Santos also
provides support to the Pre-Award staff during peak

Jackie White serves as the primary contact for
Principal Investigators and representatives of funding
agencies regarding pre-award administration issues.

Funding Information Specialist
Paul Barrows researches funding opportunities
to support faculty research, training, and community
service projects. In addition, Mr. Barrows designs and
manages the ORSP website, and is responsible for producing
Funding E-lert,
providing faculty with information about funding opportunities.

Proposal Editor
Barbara Ustanko assists faculty developing the
content of grant proposals. Ms. Ustanko provides feedback
on proposal drafts and copy editing manuscripts. She
also assists with compiling background statistics, developing

Proposal Services Specialist
Joanne Lee assists faculty and staff to develop
budgets and to prepare grant applications to federal
and state and non-profit agencies. Ms. Lee serves as

Nina Tsoi assists faculty and staff to develop

Pre-Award Program Coordinator
Charles Jackson is the first point of contact
for Pre-Award needs. Mr. Jackson receives and processes
incoming PI Checklists, maintains the office's proposal
calendar, and assists faculty and staff regarding proposal
routing and processing cost-sharing documents. He is
responsible for maintaining the Pre-Award database,
assisting the Pre-Award staff in proposal submission,
supervising the Pre-Award student assistants, and maintaining

2. Post-Award
Post-Award staff specific responsibilities include:
Post-Award Manager
Susan Pelton oversees the day-to-day activities
of the Post-Award team. Ms. Pelton supervises the Post-Award
staff, assists to develop policies and procedures and
works with other administrative business units to create
effective business processes and systems to administer
contracts and grants. Ms. Pelton coordinates fund management
with Principal Investigators and the Fiscal Affairs

Grants Administrator

Grants Support Coordinator
Raymond Vogelzang assists the Grants Administrators
with reviewing and processing incoming requests for
grant expenditures (e.g. invoices, purchase requisitions,
honoraria, stipends and travel claims), verifies account
balances, and assists with the online requisitions process.
Mr. Vogelzang assists Principal Investigators to complete
forms related to incoming requests for grant expenditures
and online requisition process and provides general
information about administrative procedures for sponsored

Grants Support Coordinator
Candy Mou reviews and processes incoming requests
for grant expenditures (e.g. invoices, purchase requisitions,

deadlines related to submission of reports to funders
and closeout procedures, provides information and follow-ups

Victoria Narkewicz oversees the administration
of Human Resources in ORSP funded from extramural sources.
Ms. Narkewicz coordinates the hiring process for Intersession,
Spring Break and Summer, including the Reimbursed Release

Senior Personnel Specialist
Melissa Bonilla works with Project Directors
of grant and sponsored programs to administer the Human
Resources functions for grant-related employment. Ms.
Bonilla processes appointments for faculty during Intersession/Spring
Break and Summer, and processes RRT Agreements during
the Fall and Spring Academic Semesters. Ms. Bonilla
also handles all salaried staff appointments, the performance
evaluation cycle, and the staff recruitment and posting

Jocelyn Tolentino assists with personnel transactions
for salaried and hourly appointments including contacting

Receptionist
Ashley Merolla manages front desk protocol, which
includes greeting visitors, answering incoming calls,
data entry and other office related tasks.
4. Compliance
Compliance staff specific responsibilities
include:
Compliance Officer/Special Projects Manager
Alison Sanders is responsible for SFSU Compliance
issues such as time and effort reporting, cost-sharing
commitments, sub-recipient monitoring, internal spot
audits, and Human/Animal Subject compliance. She reports
to the Provost via the AVP for Academic Affairs and
submits monthly reports to the Compliance Committee.
Ms. Sanders also manages the internal budgets and all
internal personnel issues for ORSP, develops reports,
coordinates office-wide projects, and serves as backup

April Alexander assists the ORSP Compliance Officer

5. Implementation
Team
Implementation staff specific responsibilities include:
Project Coordinator
Alison Ng coordinates the ORSP Implementation
Project. Ms. Ng assists with the development and implementation
of policies and procedures, researches technical issues,
and coordinates the Grant Administration Infrastructure
Advisory Board. Ms. Ng tracks project performance, participates
in programs for continuing improvements in business
processes and serves as liaison with various levels
of management, staff and faculty. Ms. Ng participates
in the ORSP Advisory Board and the ORSP Task Force.

Implementation Information Technology Coordinator
Ray Kuan serves as liaison between the ORSP Implementation
Team, the Division of Information Technology, Human
Resources Management Systems, and Financial Management
System. Mr. Kuan supports implementation with planning,
conceptual work, and coordination. In addition, his
duties include coordination, planning, and serving in

Contracts and Grants Coordinator
Lexy Kirk serves as the primary point-of-contact
for members of the ORSP Task Force and the Technical
Implementation Task Force. She prepares items for discussion,
keeps records of meetings, and assists to manage technical
projects, tracking progress, staying within deadlines,
and meeting productivity deadlines. Ms. Kirk assesses
administrative needs such as fund management, budget,
and personnel transactions, regulations and reporting
requirements, and departmental research administration
needs. She has compiled a handbook for ORSP staff that
covers all internal management questions in sponsored
projects.

Training Specialist
[Vacant]. The Training Specialist develops training
materials regarding new systems and procedures for staff
and faculty. The Training Specialist works collaboratively
with others to develop an effective on-going training
program and reach compliance goals for grant management.
In addition, this position manages and coordinates a
training schedule for the implementation team as well
as evaluating and assessing the effectiveness of trainings.
Assistant to AVP for Academic Affairs
Sherry Wong supports the functions of the AVP
for Academic Affairs, working in close collaboration
with him. Ms. Wong coordinates in a collaborative manner
projects with SFSU administrative units concerning the
implementation of the Research Administration Infrastructure
and policy development. She is also responsible for
managing the day to day office needs, and for maintaining
the ORSP operational budget.
6. Information Technology Support
The Information Technology (IT) Support group specific
responsibilities include:
Programmer Analyst
Augusto Oliveira is a Programmer Analyst with
a Full-Time appointment in DOIT. He has been assigned
to support ORSP needs with respect to the CMS (Human
Resources Management System and Financial Management
System) functions and works directly with the Implementation
IT Specialist (see below).
Information Technology Consultant
Arne Nordh maintains servers, networks, peripherals,
provides maintenance for existing databases, trains
staff, ensures security and sustainability, and conducts
back-ups for all ORSP systems, and serves as liaison
with the Division of Information Technology. Telephone:

Ray Kuan serves as liaison between the ORSP Implementation

Web Specialist
Paul Barrows assists staff and faculty with the
increasing need for web services. He maintains the ORSP
web site, converts administrative information into web
material, trains users. In addition, he supports faculty
directly via the Funding Opportunities section of the
ORSP Website. Mr. Barrows provides one-on-one consultation
to faculty who need to identify funding sources, searches
for information regarding funding opportunities, and
trains users of the various search engines and on-line
