This Request for Proposal (RFP) invites submissions for an independent evaluation study to examine twelfth graders (and, as deemed necessary by the bidder to accomplish the goals of this study, others) who have taken the California High School Exit Examination (CAHSEE) with modifications and accommodations specified in their respective individualized education program (IEP) or Section 504 plans, but who have not passed the CAHSEE, and who have satisfied or will satisfy all other requirements for graduation from high school. The purpose of this contract is to conduct an independent study to examine why such students have not passed the CAHSEE.

This Funding Opportunity Announcement (FOA) is intended to stimulate innovative, multidisciplinary research which will contribute to our knowledge of the key factors that influence the development and expression of learning disabilities in mathematics, and concomitantly provide the evidence base to inform the design of effective instructional interventions. The overall objectives include: 1) identifying the critical etiological factors (e.g., cognitive, neurobiological, genetic) associated with persistent impairments in learning mathematical concepts and skills that are characteristic of children with mathematical learning disabilities (MLD); 2) developing explicit, measurable, and reliable criteria for differentiating MLD from more transitory mathematical difficulties (MD) which may be attributable to, among other reasons, developmental delays, disadvantaged child-rearing conditions, or poor instruction; and 3) develop and test well-defined, evidence-based treatment interventions, the effectiveness of which can be demonstrated to be both sustainable and generalizable. Advances in these domains should ultimately lead to improvements in the diagnosis, prevention, and remediation of this type of learning disorder.

The Administration on Developmental Disabilities (ADD) in the Administration for Children and Families ( ACF), U.S. Department of Health and Human Services (HHS), announces the availability of Fiscal Year (FY) 2007 funds for the Help America Vote Act (HAVA) Training and Technical Assistance (T/TA) for Protection and Advocacy Systems (P & As).
The purpose of funds awarded under this announcement is to provide T/TA to P & As in their promotion of full participation in the electoral process for individuals with disabilities, including registering to vote, casting a vote, and accessing polling places; developing proficiency in the use of voting systems and technologies as they affect individuals with disabilities; demonstrating and evaluating the use of such systems and technologies by individuals with disabilities (including blindness) in order to assess the availability and use of such systems and technologies for such individuals; and providing T/TA for non-visual access. (At least one recipient must provide T/TA in this area.)

Projects of National Significance: Ongoing Data Collection

The Administration on Developmental Disabilities (ADD), Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS), announces the availability of Fiscal Year (FY) 2007 funds for cooperative agreements authorized under Subtitle E of the Developmental Disabilities Assistance and Bill of Rights Act of 2000, Projects of National Significance. Under this Subtitle, funds will be awarded to collect, analyze, and report on data to describe services and supports for persons with developmental disabilities. There are four Priority Areas under this announcement with the following objectives:

Priority Area I: The purpose of Priority Area I is to conduct a national study that analyzes and describes where people with developmental disabilities receiving State and non-State, Medicaid-funded and non-Medicaid funded residential services are living in the United States (U.S.).

Priority Area II: The purpose of Priority Area II is to conduct a national study that describes changes in public services and supports for people with developmental disabilities by examining spending, including local, State and Federal spending, especially of Medicaid funds for services to people with developmental disabilities.

Priority Area III: The purpose of Priority Area III is to examine, report on, and provide rapid responses regarding the employment status of people with developmental disabilities and related outcomes as a result of programs that support their employment.
Priority Area IV: The purpose of Priority Area IV is to implement an Internet site that will provide relevant content and information on the Medicaid program for individuals with developmental disabilities and their families.
