First ever U.S. report on enforcement and violations
in the United States of the Convention Against Torture

SFSU Experts available to discuss

San Francisco, CA, October 13, 1999--Three San Francisco State University professors will be available Friday, October 15 to discuss the U.S. Department of State's first ever report on enforcement and violations in the United States of the Convention Against Torture. The report is being submitted to the UN Committee Against Torture on October 15 under the treaty that was ratified by the senate in 1994.

The treaty forbids torture and other cruel, inhuman or degrading treatment or punishment. President Clinton's Interagency Working Group prepared the report which documents violations of the treaty in the United States, with information presented by Amnesty International, The Coalition Against Torture and Racial Discrimination, and others.

Prof. Ann Fagan Ginger acts as Executive Director of Meiklejohn Civil Liberties Institute and has been a lecturer at San Francisco State University since 1987. Prof. Ginger holds a master of laws degree from University of Berkeley Boalt Hall. She also lectures at UC Berkeley, USF, Mills College, and Hastings College of Law. Prof. James Syfers is a professor of philosophy. He has been with the university since 1963. Professor Syfers is on leave from the University for the Fall 1999 semester. He can be reached at home at (707) 935-0965.

Prof. JoAnn Aviel received her Ph.D. from the Fletcher School of Law and Diplomacy of Tufts University and Harvard. She has been teaching at San Francisco State University since 1970. Her major interests lie in the fields of US foreign policy, Latin America, and international organizations. On-Campus: (415) 338-1448.

The Department of State will hold a press conference in Washington, D.C. at 10:30 am PST to issue the report.
