Abstract |
An examination of the ineffectiveness of The Multi-Ethnic Placement Act as a policy to move children through the public foster care system. By focusing on transracial adoption as the means to solving the high numbers of children of color within this system, the Act is a result of policy making grounded on race and class biases. The history and philosophy of this erroneous thinking is traced and some possible solutions are offered for more effective interventions.
