Abstract The Assistant Secretary of State for African Affairs under Ronald Reagan defends America s intervention in the civil war in Somalia in 1992-93. The flaws of the UN peacekeeping mission,known as Operation Restore Hope, were primarily the result of a US presidential transition and command transfers in Somalia. Presidents George Bush and Bill Clinton made the right policy decisions in committing and supportingAmerican troops. That the operation saved as many as a quarter of a million lives proves its success. Operation Restore Hope offers various lessons, including the importance of steadfast support of UN operations among the majorpowers, and the fact that there are no purely humanitarian operations.
