Abstract The Program of Happiness is a poverty-alleviation project that helps poor, rural Chinese mothers by giving them small loans from 1,000 to 5,000 yuan. It was set up in early 1995 by three organizations, namely, the China Population Welfare Foundation, the China National Family Planning Association, and the Chinese Population Gazette. Details of how the program works, the example it has set for other counties in tackling poverty, and the difference it has made to some women s lives are provided.
