Abstract Though African Americans have historically attempted to influence US foreign policy toward the global black diaspora, those efforts remained unorganized until the formation in 1977 ofTransAfrica, the first legally mandated African-American foreign policy lobbying group. Despite improvements in TransAfrica s organizational capabilities and developments in the African-American community that seemingly were conducive to enhanced lobby influence, TransAfrica has influenced few policy outcomes. The author offers possible explanations and makes suggestions for further study.
