Abstract Applies comparative & longitudinal data from an evaluation of the impact of Community Reinvestment Act (CRA) organizing in the treatment cities of Boston (MA), Raleigh (NC), & Wilmington (DE) & the control cities of Buffalo (NY), Tallahassee (FL), & Richmond (VA) to assess the success of efforts to bring about institutional change, particularly in terms of home mortgage lending practices. Analysis suggests that local organizing provided the impetus for the establishment of a national political climate favorable to serious CRA enforcement.
