Subject: IMPORTANT 2012 HOLIDAY SCHEDULE AND CAMPUS CLOSURE UPDATE  

As you know Governor Brown has authorized a half day informal time off for state employees December 24.  In celebration of the holiday season and in addition to the Governor’s informal time off,  Dr. Wong has declared a half day campus closure on December 24 . This means  that the campus will be closed from Monday, December 24, 2012 through Tuesday, January 1, 2013.   

 

Please inform the employees in your area about the revised campus closure schedule and provide them with the information below as soon as possible.

 

All of the closure dates are covered by observed holidays, with the exception of  a half day on Monday, December 24, 2012 and all day Monday, December 31.

 

In accordance with the provisions of the CSUEU (Units 2, 5, 7 and 9), Head Start (Unit 12), APC (Unit 4) and SETC (Unit 6) Collective Bargaining Agreements and/or applicable University policies, employees may choose one of the following options to cover the 4 hours for Monday, December 24 and the 8 hours for Monday, December 31, 2012 closure days:

 

  • Use accrued vacation
  • Use accrued Compensatory Time off (CTO)
  • Use 2012 Personal Holiday
  • Request a dock in pay

 

Should an employee not have sufficient leave credits to cover the half day campus closure day on  December 24 and the full day campus closure on December 31, 2012, the employee shall be provided sufficient work prior to the scheduled closure to prevent any loss of pay or benefitsif possible.  If it is not possible for an employee to be provided sufficient work to cover December 24 and December 31 employees may make up the time by the end of January 31, 2013. It is incumbent upon Administrators to manage and track these hours.

 

Eligible employees who are scheduled to work on University observed holidays will receive holiday pay.  Holiday compensation is computed at the rate established by the appropriate Collective Bargaining Agreement or CSU policy.

 

In accordance with Collective Bargaining Agreements and CSU practice, vacation accumulation in excess of the maximum hours allowed will be forfeited as of January 1, 2013.  Please remind employees to use their 2012 Personal Holiday on or before December 31, 2012, as a Personal Holiday cannot be carried forward to the next calendar year.

Subject: Holiday Informal Time Off

The University received notice that, consistent with the Governor’s policy, CSU employees will receive a half day of informal time off during the holiday season.  The informal time off is subject to the following  provisions:

Monthly Rate / Salaried Employees

Full time exempt and nonexempt employees on payroll status may be allowed a half day informal time off with pay on the last campus work day before the Christmas holiday Monday, December 24.  Part-time employees should be provided time off on a pro-rata basis.

Hourly Employees

Hourly employees other than those in Class Codes 1150, 1151, 1868, 1870, 1871, 1872, 1874, 1875, 1876 (Work Study/Student Assistants), 7171 (Notetaker), 7172 (Reader), and 7930 should be permitted informal time off based on the following table, provided that the employee is scheduled to work on the campus’ last work day prior to the holiday closure and is still on the active payroll on that date (has not or will not be separated with a prior effective date):

 

Hours Scheduled in December Pay Period:

1 - 43 receive 1 hour off

44 - 87 receive 2 hours off

88 or more receive 4 hours off

 

Employees who may be required to work or who would be scheduled to work but are on vacation, sick leave, or CTO may be granted the equivalent informal time off prior to June 30, 2013.  This time is not considered CTO and is not compensable in cash.

 

Employees who have not used their Personal Holiday for calendar year 2012 must use it during the December 2012 pay period (no later than 12/31/12), since the Personal Holiday cannot be carried over to the next calendar year.  The Personal Holiday must be used in whole day increments.  Employees are reminded that new Personal Holidays are credited to employees each year on January 1st for use during that calendar year.

The University’s 2012 Campus Closure Holiday Schedule is available on-line at www.sfsu.edu/~hrwww/Payroll_Benefits/payroll/holidaysched.html#2012.  Please remind the employees in your area about the schedule and provide them with the information below as soon as possible. 

The schedule includes the campus closure from Tuesday, December 25, 2012 through Tuesday, January 1, 2013.  All days except Monday, December 31, 2012 are covered by observed holidays.

Paychecks and direct deposit statements will be distributed to employees on Wednesday, January 2, 2013 beginning at 9:00 am. Employees wishing to receive their checks prior to January 2, 2013 may pick up their checks on: Monday, December 31, 2012, between the hours of 10:00 am and 12:00 noon, in the Administration Building.

Doors to the Administration Building will be locked promptly at 12:00 noon without exception. Employees picking up their paychecks on December 31, 2012 must bring photo identification and enter the Administration Building at the Bursar’s Office side entrance.

For employees enrolled in the Direct Deposit program, paychecks will post on January 2, 2013.

Limited one-on-one’s are available with a CalPERS Retirement Specialist following the workshop from 1:00 p.m.-4:00 p.m.  Due to high-demand, the one-on-one enrollments are prioritized by enrolling employees who are retiring within six months and have a CalPERS retirement estimate(s).  Please e-mail twillard@mail.sfsu.edu to schedule a one-on-one appointment.

If you are not able to attend a scheduled workshop on campus or one-on-one, you can visit the local CalPERS regional center in Walnut Creek or call CalPERS at 1-888-225-7377.  The workshops are available on-line on the CalPERS website www.calpers.ca.gov.  

 


 

Employee Assistance Program (EAP)

 

We are pleased to announce a new University-wide benefit, the Employee Assistance Program (EAP). 

The program is designed to provide professional assistance to you and your family in assessing and resolving personal problems that may be affecting your well-being.

 

These services, consisting of assessment, referral and short-term counseling, will be provided by Empathia Pacific, Inc., an employee support company.  There is no cost to you or your immediate family. Empathia counselors are experienced, licensed professionals who have specialized training in employee assistance consultation.  Your participation in the program is absolutely voluntary, and information that you discuss with the consultant is completely confidential (certain very limited exceptions, such as child abuse or potential for violence, mandated under state and federal laws, are discussed with you in advance.) Your participation in the program remains strictly a matter between you and the EAP counselor, and it is not reported to San Francisco State University managers or Human Resources.

 

We encourage you to attend one of the information sessions (see schedule below) to learn more about the benefit and to pick up program material you can share with your family.  Please get approval from your administrator prior to attending the session.

 

San Francisco State University believes that the EAP can be a most valuable resource in helping you maintain a satisfying and productive life, and we are pleased to include this service as a benefit.

Each year, faculty, staff and administrators are reminded of resources and contacts available to report improper governmental activities.  Campus policies and procedures are contained in University Executive Directives 02-25 and 02-26.

Whistleblower complaints may also be filed with the California State Auditor.  The California State Auditor is your confidential avenue for reporting any type of improper activities by state agencies or employees. It is your responsibility as a government employee to report any type of fraud, waste, or abuse, which ultimately protects scarce budget dollars.

 

If you report an impropriety, you are protected by the Whistleblower Protection Act, which:

·   Requires the State Auditor to protect your identity (except from law enforcement);

FISCAL YEAR-END PAYROLL AND BUDGET DEADLINES, Fiscal Year 2011-12

For the university to close its books and complete year-end financial reporting requirements on schedule, all Payroll and Budget related transactions for Fiscal Year 2011-12 must be received by the Human Resources Department and Budget Office no later than Friday, June 15, 2012. 

Payroll and Budget related transactions received after this date will be processed as charges against the following year’s appropriation.  

The following transactions are:

·         Special Consultant

·         Honoraria

·         Substitute Faculty Appointments, via ETRAC for June pay period.

·         Staff Appointment Transactions via ETRAC; including temporary appointments

terminating on or before June 30, 2012 and reappointments effective July 1, 2012.

·         Faculty Appointment Transactions for June retiree’s are due IMMEDIATELY

·         Authorization for Extra Hours (Overtime)

Any department-initiated requests for pay adjustments such as transfers must be submitted on an LCD form to Budget Office; transfer of salary expenditures (from one account to another), and any outstanding transactions effective on or before June 30, 2012 must be submitted by Monday, June 11, 2012.

CSU Trustees Appoint Leslie E. Wong as President of SF State

May 10, 2012 -- The California State University Board of Trustees has named Leslie E. Wong, president of Northern Michigan University, as president of San Francisco State.

"I am pleased and honored to be chosen as the next president of San Francisco State, and look forward to working closely with students, faculty, and staff," said Wong.

Financial Workshop – May 22nd

Make the most of your financial future!  This workshop is presented by TIAA CREF scheduled on Tuesday, May 22 in ADM 460 from 12:15 to 1 p.m. on the topic of financial planning services. Time Sheets Implementation and Training Information

Beginning May 7, 2012, HR,S&RM and DoIT will implement Time Sheets, which is part of PeopleSoft/Oracle 9.0 HCM time recording module.  Instead of using paper forms (Form 634 and Student Vouchers) and Time and Labor Batch Sessions, hourly staff and student employees will log into the SF State Portal – SF State Gateway and enter hours worked online for the pay period.  Authorized supervisors will also log onto the Portal to validate/approve hours submitted by employees they supervise.  The online hourly time submission functionality will be available for the May 2012 pay period. 

Training / Open Lab:  The Payroll team is hosting Open Labs starting May 7th through May 18th.

SUBJECT:  March 2012 Faculty and Staff Payday and Check Disbursement Schedule

  

Human Resources will be disbursing paper paychecks for the March 2012 pay period on Friday March 30, 2012, Cesar Chavez Holiday Campus Closure. 

The checks will be available for pick-up on the following two dates/times listed below. The Direct Deposit posting date for the March pay period will be on April 2, 2012.

 

·         Friday, March 30, 2012, 10:00am to 12:00pm only. Employees who do not wish to receive their checks on the University’s regular disbursement date on Monday, April 2, 2012, may pick up their checks Friday March 30, 2012, 10:00am to 12:00pm only. Employees are required to bring photo identification and enter the Administration Building through the doors near the Bursar’s Office.  Disbursement of checks will take place on the first floor of the Administration Building.  Doors to the Administration Building will be locked promptly at 12:00pm without exception.  A member of the Patelco Credit Union will be joining us to enroll employees into a savings or checking account, which will allow enrollment into direct deposit.

 

·         Monday, April 2, 2012 at 9:00am. All other paper paychecks and Direct Deposit Statements will be disbursed on the University’s regular disbursement date on Monday, April 2, 2012, 9:00am.  Authorized warrant pick-up personnel should report to the Administration Building room 255 to sign for checks which will be released in the Disbursement Office.

 

 


 

HRMS (HCM 9.0) IS AVAILABLE today, March 21, 2012.

The 9.0 Upgrade has not significantly changed functionality for E-TRAC, eRecruit, Absence Management, LCD, Benefits and Reports/Query. 

Noticeable Changes are:

 

·         HRMS menu and page navigation 

·         Cosmetic / branding changes of “PeopleSoft” , now changed to Oracle/PeopleSoft Enterprise

·         SFO Self Service is renamed to SF State on the Oracle main menu

·         Minor changes to E-TRAC Hire functions

·         E-TRAC Home Page performance significantly improved

 

A couple of tips:

 

·         You will require to rebuild “My Favorites” shortcuts if you use this feature.

·         Before accessing HRMS Self-Service through SF Gateway Portal, you will need to first clear your browser cache.

9.0 HCM (HRMS) Upgrade – March 2012

 

Human Resources, Safety and Risk Management, and the Division of Information Technology (DoIT), are pleased to announce two new HR Management Systems implementations:

 

1. Oracle (PeopleSoft) Human Capital Management (HCM) version 8.9 to 9.0 Upgrade

2. Online Time Submission for Hourly Employees

 

Oracle (PeopleSoft) HCM version 8.9 to 9.0 Upgrade

System-wide CSU Common Management System (CMS) is upgrading the PeopleSoft HCM system from the current version 8.9 to version 9.0.  San Francisco State is scheduled to go live March, 2012. Basic functionality for E-TRAC, Absence Management, LCD, Benefits and Reports/Query will not change significantly.  However, there will be minor cosmetic changes (”i.e., Oracle has removed the branding of “PeopleSoft”), process and performance improvements,  changes to E-TRAC Hire, Home Page and navigation functions.  Information and training meetings will be offered for authorized HRMS users starting  February 14, 2012.

 

Time Sheets

Beginning March 2012, HR,S&RM and DoIT will implement Time Sheets, which is part of PeopleSoft/Oracle HCM time recording module.  Instead of using paper forms (Form 634 and Student Vouchers) and Time and Labor Batch Sessions, hourly staff and student employees will log into the SF State Portal, and enter hours worked online for the pay period.  Authorized supervisors will also log onto the Portal to validate/approve hours submitted by employees they supervise.  A meeting is scheduled for Tuesday, March 6, 2012, 10 - 11 a.m. in HUM 587 to discuss and address various options of the Timesheet implementation.

9.0 HCM Information Sessions  are designed for all designated HRMS users of ETRAC, Recruit, LCD, Query.

This class is designed for CalPERS members who are within five years of retiring and will cover how to maximize your retirement benefit, how your retirement benefit is calculated, the steps you need to take prior to retiring and the retirement application process. CalPERS 'Planning Your Retirement' One-on-One

Limited one-on-one’s are available with a CalPERS Retirement Specialist following the workshop from 1:00 p.m.-4:00 p.m.  Due to high-demand, the one-on-one enrollments are prioritized by enrolling employees who are retiring within six months and have a CalPERS retirement estimate(s).  Please e-mail idonner@sfsu.edu to schedule a one-on-one appointment.

If you are not able to attend a scheduled workshop on campus or one-on-one, you can visit the local CalPERS regional center in Walnut Creek or call CalPERS at 1-888-225-7377.  The workshops are available on-line on the CalPERS website www.calpers.ca.gov.

Power outage update

Feb. 17, 2012 -- 11:50 a.m.: At 10:40 a.m., PG&E experienced a power outage affecting the university campus and local neighborhood. At 11:15 a.m., power was restored to the campus. PG&E has indicated that there may be intermittent power outages until 1:15 p.m. today. All classes are in session and the University is open for business.

To prepare for the Time Sheet go-live implementation, Human Resources will ask your Student Payroll Liaison to identify Approvers for hourly student employees in your respective departments/areas. Time Sheet Approvers for your hourly staff employees will be the same approvers currently designated to approve reported time in Absence Management. Guidelines, definitions and specific instructions for reporting this information are forthcoming.  Information and training meetings will be offered for authorized managers and supervisors starting March 5, 2012.

Time Sheets

The Payroll team will be hosting training meetings starting March 5, 2012 through March 16, 2012.  This training is designed for Time Approvers.   

Registration for Time Sheets training dates will be forthcoming. This will be provided by the Manager, Payroll, Benefits & Retirement Services.

Spring 2012 Benefit Eligibility Guide and Packet for Temporary Lecturers

The benefit guide is intended to assist you in determining whether your current appointment qualifies you for medical benefits at San Francisco State University. It highlights the specific criteria, such as position classification, appointment type, minimum appointment length and the number of weighted teaching units required to meet benefit eligibility.  It also includes information on our rates, enrollment procedures and deadlines as well as the enrollment forms. This will replace the previously distributed paper packet.
