BARSCAL3

Prompts the user for the units to be displayed (feet, meters, miles, km), and
does a correct conversion from the mapunits setting in Arcplot, allowing the
user to easily create a variety of scales.  

You are prompted for text to be displayed above and below the scale bar, and
the current text font and size settings are used to create it in the proper
location.  Note that this works similarly to most other Arcplot commands that
produce text, including those that create legends, etc.:  set the text font,
size, quality, etc., first then use the command.

Another modification is that the position of the scale bar is centered on the
point you specify -- previously you've specified the lower left corner.  This
allows you to more easily center a series of scale bars (miles & km for
instance).

BARSCALE

A command-oriented version of BARSCAL3, thus better suited for use in AMLs.
