FEDERAL PERKINS LOAN
Federal Student Loan at 5% interest is offered to eligible undergraduate, second baccalaureate and credential students.
full-time = 12 units (undergraduate, 2nd baccalaureate & credential students)
Action Required for First Time Borrowers:
Prior to a Perkins Loan disbursement, first time borrowers of a Perkins Loan at SF State are required to e-sign a promissory note and complete Perkins Loan Counseling online.
Once you accept the Perkins loan on the SF State Gateway, you should wait 7 working days before you e-sign a Perkins promissory note and complete loan counseling.
After 7 days, log on to: www.ecsi.net to finish the Perkins loan process. The holds will be removed when ECSI transmits your completion confirmation to our system.
You must use your (FAFSA) PIN number to complete the e-sign process

Wait for 10 seconds or select on the provided link to accsess the page. At Heartland Campus Solutions ESCI page
Click Borrower/Student Login link- at the top right of the page.
A drop-down menu will appear. Click the first link Student Loan Account. There will be a row of grey boxes at the bottom of the page.
Click e-Sign Perkins Promissory Note. Scroll down to select
"San Francisco State University" this will take you to the promissory note page. Read the notes.
click "Get Started " Confirm Your Identity then continue to finish the Perkins loan process.
Perkins Exit counseling
A student must complete the Perkins loan Exit counseling requirement, if enrolled in less than half-time units, withdrawn from the university or graduated.
To complete the Perkins loan Exit counseling requirement, log on to the ECSI website: https://borrower.ecsi.net
You will need to login by selecting "Log in to access your account"and filling in the required information. Select the "Exit Interview" link.
If you have difficulty, contact ECSI customer service for assistance.
When to repay your Perkins loan:
Repayment on your Perkins loan begins 9 months after a student is no longer enrolled at least half-time, withdrawn from the university or graduated.
