FEDERAL PERKINS LOAN


Federal Student Loan at 5% interest is offered to eligible undergraduate, second baccalaureate and credential students.

Enrollment requirement:

  • full-time = 12 units (undergraduate, 2nd baccalaureate & credential students)



Action Required for First Time Borrowers:

Prior to a Perkins Loan disbursement, first time borrowers of a Perkins Loan at SF State are required to e-sign a promissory note and complete Perkins Loan Counseling online.

Once you accept the Perkins loan on the SF State Gateway, you should wait 7 working days before you e-sign a Perkins promissory note and complete loan counseling.

After 7 days, log on to: e-Sign Perkins Promissory note/Perkins loan counseling to finish the Perkins loan process. The action required message will be removed when ECSI transmits your completion confirmation.

You must use your (FAFSA) PIN number to complete the e-sign process

Access Entrance Loan Counseling and Perkins Promissory Note on line at www.ecsi.net

  • Click on Students, e-sign a PROMISSORY NOTE, San Francisco State University

  • Click on begin the Electronic signature process

  • Confirm your identity to begin the e-sign and counseling session.


Perkins Exit counseling

A student must complete the Perkins loan Exit counseling requirement, if enrolled in less than half-time units, withdrawn from the university or graduated. To complete the Perkins loan Exit counseling requirement, log on to the ECSI website: www.ecsi.net You will need to login to "My Account" using your account number and ECSI pin. Select the "Exit Interview" link. If you have difficulty, contact ECSI customer service for assistance.

When to repay your Perkins loan:

Repayment on your Perkins loan begins 9 months after a student is no longer enrolled at least half-time, withdrawn from the university or graduated.
