How to Apply Online
1. Fill out the CSU application for SF State. Go to www.csumentor.edu to apply online. Check "Yes" in the EOP section asking if you wish to apply for EOP. Fill out all the necessary supplemental information.
2. After submitting the SF State application, you will be directed to a link to complete the EOP application online.
3. You will be asked to provide the names and e-mail addresses of two teachers or counselors who can recommend you for EOP. They will be sent the recommendation questions by e-mail and can submit their answers online.
4. Unless exempt, sign up for the earliest Entry Level Mathematics (ELM) exam and the English Placement Test (EPT). Contact the Testing Center at the CSU campus nearest to where you live.
How to Apply with a Paper EOP Application
1. Fill out the CSU application for SF State.
2. Download the EOP application here.
3. Have two teachers or counselors complete the recommendation forms.
4. Mail completed applications to EOP

Who is eligible to apply for EOP?
California residents who meet the income eligibility index and are a first generation college student can apply for EOP. However, due to space and resource limitations, not all eligible students will be selected for EOP.

Financial Assistance
EOP students who qualify for financial aid may receive an EOP grant. To be considered, you must apply for financial aid by filing the Free Application for Federal Student Aid (FAFSA). Apply as soon as possible after January 1 of the preceding school year, and before the CSU financial aid priority filing date of March 2 of the preceding school year. EOP grants will be awarded only as long as funds are available. You will have a better chance of receiving an EOP grant and other financial aid for which you are eligible if you apply before these deadlines.

Selection procedure
Once your EOP file is complete, it will be reviewed carefully by a campus selection committee. The committee will consider such factors as disadvantaged background, financial need, academic performance, motivation, and potential for success in college. The committee may also look for any contribution that you have made or intend to make to your community, work experience, or the career you wish to pursue. Be sure to complete all forms accurately and assist the committee in understanding your academic preparation and motivation.
EOP at SF State only admits fall applicants. Notification of admission to SF State and notification of admission to EOP are two separate steps. A student must first be admitted to SF State before their EOP file is reviewed. EOP begins notifying students of acceptance to the fall program in early spring and continues until space is no longer available. Students admitted to EOP will receive their notice by mail.
FAQs
Q: When is the EOP application deadline?
A: The priority deadline for fall EOP applications begins November 1 and ends January 31. However, depending on space availability, applications will be accepted past the priority deadline until April 30.
Q: When can a student apply for EOP at SF State?
A: Students need to apply to EOP the same semester they apply to SF State. If you are transferring from another CSU campus as a non-EOP student, you are ineligible for EOP.
Q: How can a student apply for one of the programs under EOP (Summer Bridge, Guardian Scholars Program, Student Support Services - TRiO)?
A: The specific programs will contact students who have been admitted to EOP and who are eligible for the program and provide a separate application.
Q: I am an Extended Opportunity Program and Services (EOPS) student at my community college. Will I automatically be an EOP student at SF State?
A: No. EOPS at the community college system and EOP at the CSU system are two different programs. Therefore, EOPS students must complete either an online or paper application to apply for EOP.
The EOP Office may notify you if an interview or skills assessment is required during the selection process.
