Microsoft Campus and Select Agreements

The California State University maintains three agreements for Microsoft software. The agreements provide software for CSU students, faculty, staff and auxiliary units. The three agreements are the Microsoft Campus Agreement Program, Microsoft Select Agreement and the Microsoft Student Select Program. The agreements are in effect from January 1, 2009 through December 31, 2011.

Microsoft Campus Agreement Program

The Microsoft (MS) Campus Agreement provides faculty, and staff, including officially recognized Auxiliary organizations, with the use of certain desktop products and CORE Client Access Licenses (CALs) including Software Assurance (SA) for a three-year period beginning Jan 1, 2009. SA covers the products for any new releases during the 3-year term of the contract.

 

Students are not licensed under this agreement.

 

Microsoft products licensed for use under this agreement are:

  • Office - Current version and future releases.
  • The most current Operating System (OS). This includes Windows 7 Enterprise, Ultimate, and any future releases of the OS.
  • Office SharePoint Designer (formerly FrontPage)
  • Visual Studio Professional
  • CORE CAL Suite as follows:
    • Windows Server CAL
    • Exchange Server Standard CAL
    • Office SharePoint Server Standard CAL
    • System Center Configuration Manager Configuration Management (formerly SMS)
  • Microsoft Desktop Optimization Product (MDOP). This product is purchased through the Campus Agreement and invoiced back to the participating campuses.

Terminal Server CAL's are not included in the Campus Agreement and must be purchased through the Select Agreement.


Important Notes:

Server licenses allocated from previous contracts are no longer covered by the new Campus Agreement. They should now be purchased if you plan to continue using them. DoIT highly recommends purchasing Server software with Software Assurance. Don't forget to purchase non CORE CALs needed for the servers you use. Windows on a Macintosh is covered by the Campus Agreement.


MS Project and MS Visio are not licensed under the Campus Agreement; these products should be purchased under the Select Agreement.


University-owned computers that are used by faculty and staff  to do work at home (WAH) are covered by the Agreement; WAH media need not be purchased for this purpose.

Students are covered for CORE CALs and for on-campus use on a University-owned computer.


How to Obtain Software

  • To request installation of any software covered by the MS Campus Agreement contact your department/college support person.
  • If your department/college does not have a support person, submit a service request for installation assistance or contact the DoIT Help Desk via e-mail at helpdesk@sfsu.edu or at (415) 338-1211.
  • For software not included in the Microsoft Campus Agreement, you may purchase licenses through the Microsoft Select Program.
  • Work at Home rights do not apply to software purchased under the Select program.

 

Work at Home Rights

The Campus Agreement includes Work at Home Rights (WAH) for all software covered under the campus agreement. The WAH program allows faculty, staff and auxiliary units to install one copy of the covered software on their personally-owned home computers that are used to do work at home (personally owned computers not used to do work at home are not covered), on which the faculty or staff member is the primary user.


How to Obtain Software

To get a copy of any software covered by the MS Campus agreements for home use on your personal computer, you will need to purchase the media from the SFSU Bookstore . These WAH media are not the same as those used to install on campus-owned computers. These media may not be duplicated and they come with their own installation key code that is registered with Microsoft during installation.

Microsoft Select Agreement (for University-owned computers)

The Microsoft Select Agreement allows University departments, including officially recognized Auxiliary organizations to purchase software licenses and media not included in the Campus Agreement at significant discounts.


Important Notes:

Software Assurance (SA) on licenses from the previous contract need to be renewed. Software Assurance is Microsoft's 3-year maintenance that allows for a free upgrade within the 3-year life of the Select Agreement. Prices for SA are pro-rated and prices change every six months. SA is optional but DoIT highly recommends it.


Software purchased under the Select Agreement have perpetual licenses.

Microsoft Select software products are not for home use except on University-owned computers for University work. Work at Home rights do not apply to software purchased under the MS Select program.


Media is not included when buying licenses and may be purchased separately through the Microsoft Select program. DoIT can make you a copy of the media if you provide a copy of the license certificate from Dell/ASAP.

About Microsoft Pricing

A complete price list is available at the Dell/ASAP website. To help you with some of the terms used in the price list, we defined a few terms here:

  • Per Processor Server License:
    This is a way of licensing a server product that doesn't require CALs. The benefit is that any number of clients, user or device, may access the server software without purchasing a CAL. This type of license is expensive and requires a separate license for every processor running the server software, but is cost effective if a large number of users or devices need to access the server. Note that multiple cores in a single processor still count as a single processor. Two or more physically separate processors in a single computer count as multiple processors. If the server application is restricted to run only on a single processor in a multi-processor computer then only one per processor license is needed.
  • CAL:
    Client Access License - This is a license that is required to legally connect a client to a server unless the server software is licensed on a "per processor" basis. The CAL must be for the type of server being accessed. For example, a SQL Server CAL is required for a client to access a SQL Server database. In many cases there are two types of CAL available: Device CALs and User CALs.
  • Device CAL:
    A Device CAL, licenses any number of users (i.e., people) to connect to any number of servers running the server type the CAL is for, from a single device. The device could be a computer, a smart phone, or any other device that can connect to the licensed server. For example, a SQL Server Device CAL purchased for a specific desktop computer would allow any number of people to connect to all SQL Server installations licensed by SFSU from that specific computer.
  • User CAL:
    A User CAL, licenses a single user (i.e., person) to connect to any number of servers running the server type the CAL is for, from any number of devices. For example, a SQL Server User CAL purchased for a specific person by SFSU would allow that person to connect to all SQL Server installations licensed by SFSU from any device.
  • Step Up:
    Step Up allows you to upgrade a product that you have Software Assurance on to a more expensive version of that product. For example, you have a license for Windows Server 2008 Standard Edition with Software Assurance and need to replace it with Windows Server 2008 Enterprise Edition (Ent Ed) with Software Assurance. You no longer have to pay the full price of the Ent Ed w/ SA by purchasing the Step Up upgrade cost, which is actually the price difference of the Standard Edition license and the Ent Ed license.

How to determine whether or not you need to purchase a product under the Select Agreement:

If the product you need is not covered under the Campus Agreement, you must purchase it under the Select Agreement. See the section on the Campus Agreement for a list of what is available at no cost.

 

Purchasing a product license under the Select Agreement gives you a perpetual license for that product, regardless of any changes in future Campus Agreements. Products covered by the Campus Agreement are licensed for the life of the current Campus Agreement that ends on 12/31/11. If a perpetual license is needed it should be purchased through the Select Agreement.

To look up prices and ASAP Part numbers for licenses and media of MS products available under the Select program:

  1. Use your web browser to navigate to the ASAP site.
  2. Click on Shop Software.
  3. Log in with the following information:
    Email Address: csusanfrancisco@asap.com
    Password: account
  4. Click on Licensing Price Lists from the Account Management section.
  5. Click on Run a Price List > Create New Price List > Next.
  6. Click on Microsoft Select 6.0 (Customer number 98597266 (163417)) then click Next.
  7. Save as a Personal Template after providing a name for your Price List.
  8. Click Next.
  9. Choose to either Download or View the Price List online.

 

To order ASAP software:

  1. Log in to ASAP with the following information:
    Email Address: csusanfrancisco@asap.com
    Password: account
  2. Click on Order Management.
  3. Click on Express Order by Part #.
  4. Input Part #s.
  5. Click on Add Items to Shopping Cart.
  6. Provide a Shopping Cart name.
  7. Click on Update and Save OR Click on Checkout if ready to purchase.

Tax Exempt Orders:

When placing a purchase order for a tax exempt purchase please specify that you require a Certificate of Electronic Software Delivery in the Comments for Purchasers section of the form.

Microsoft Student Select Program

The Microsoft Student Select Agreement allows students to purchase Microsoft products (licenses and media) at significantly reduced prices. The products available under this agreement are:

  • Microsoft Office Professional
  • Microsoft Windows Operating System

Students may purchase software under the Student Select Program at the SFSU Bookstore (search Computer Software for the current price).


Important Notes:

SharePoint Designer (formerly FrontPage) is not part of Office Professional and is therefore not covered by the Student Select Agreement.

 

The Windows Operating System will install on one computer an unlimited number of times (if the PC were to crash, you can reinstall the software). Office can be installed on two computers - a desktop and a portable device.


During the software setup, you will be required to register the product with Microsoft or the product will not install. The registration will take the Key Code of the installation media and a Serial number from the computer(s) and store them in a Microsoft database. As long as these two numbers match, the media can be used to install on that computer(s).


How to Obtain Software

  1. Go to the SFSU Bookstore Customer Service counter (next to the elevator) to purchase pre-copied Microsoft media at a reduced rate. Purchase the software covered by the CSU Microsoft Student Select program.
  2. Each student must provide the following as proof of eligibility:
    • A current student ID card
    • A picture ID (e.g., driver's license)

Students are not allowed to trade or sell the software media. Students must register the software with Microsoft upon installation or it will not function.

Eligibility

Students

Students who want licenses and software under the Microsoft Student Select Agreement must currently be enrolled full-time or part-time in a degree granting program at San Francisco State University (i.e., matriculating students).

 

Faculty, Staff and Auxiliary Units

SFSU faculty, staff and auxiliary units who use computers at work (including campus labs) can install licensed Microsoft software listed under the Campus Agreement program on their university-owned computers. University-owned computers are covered whether they are used at work or at home.


SFSU faculty, staff and auxiliary units can also purchase special media to install software specified in the Campus Agreement Program on their personally-owned computer that is being used to do work at home.
