Human Resources Management System Overview
The Human Resources Management System (HRMS) provides service to the campus community through a Web-based, integrated human resources system. This enables end users to enter, store, alter, query, and report on human resources information using a Web browser. The system also generates reports and data needed by the State Controller's Office, and meets state and federal reporting requirements.
HRMS comprises several modules. Those currently in production include E-TRAC for staff and Benefits. Those slated for production in July 2004 include E-TRAC for faculty and student employees, Time and Labor, Labor Cost Distribution, and Leave Accounting.
E-TRAC for Staff
- Employee Transaction Relay and Capture
- Now being used by SFSU staff to process position- and personnel-related transactions
- Using E-TRAC, end users can request HR transactionssuch as hires, rehires, data changes, leaves of absence, transfers, and so forth
- Transactions are automatically routed for approval and submitted to HR electronically

E-TRAC for Faculty and Student Employees
- E-TRAC functionality rounded out to cover all SFSU employees paid by the State Controller's Office and campus volunteers
- Eliminate legacy HRF system
- Increase control of student appointments in Colleges and Departments
- Early detection of students who fail to meet employment criteria leads to decrease in incorrect payments
- Provide online access to student appointment data for Colleges and Departments

Benefits
- Human Resources representatives can process benefits transactions, such as enrolling employees in health, dental, and TSA plans, in a secure online environment
- HR can make changes to or terminate those plans in a secure online environment
- Information on benefits enrollments, changes, and terminations is submitted electronically to CalPERS
- Information on automatic deductionssuch as life, vision, and long-term disabilityis submitted electronically to the State Controller's Office
- Benefits data at CalPERS and SCO is always up to date

Time and Labor
- Modernization of time and absence reporting process
- Eliminate paper-based process with duplicate, central data entry in Payroll
- All historical information after July 1, 2004 available online
- Decreased need for time-consuming retroactive correction
- Queries and reports showing time reported available online
- Data form the basis for automatic cost allocations in Labor Cost Distribution

Labor Cost Distribution
- SFSU positions reflect work responsibilities and organizational belonging rather than funding
- Employees receive a single check for one position
- Budget department has complete control of how position funding is accounted for
- Eliminated need for Payroll to enter corrections into PIMS
- Summary expense accounting lines in FMS can be traced back to supporting details in HRMS
- All FIRMS and Employee Salary Projection (ESP) reporting done from PeopleSoft
- Eliminate legacy position management system
Labor Cost Distribution Module - Process


Leave Accounting
- Legacy MVS mainframe Leave Accounting system eliminated
- Eliminated need to apply policy changes from Chancellor's office manually
- Leave Accounting part of integrated PeopleSoft Payroll process
- Minimal impact on campus community
- Current web-based self-service leave balance reports will continue to be used
