Withdrawal from the University

A. Full Refund of Registration Fees and Non-Resident Tuition

Deadline:  January 23, 2008 (Prior to the First day of Instruction)

EligibilityIn order to receive a full refund* of registration fees, including non-resident tuition, a student must drop all classes or cancel their registration prior to the first day of instruction for the semester. Regular SF State registered and never-enrolled students must withdraw from the University by submitting a completed withdrawal card as required by the Registrar's Office at the One Stop Student Services Center. The official withdrawal procedure facilitates the refund process.   

*Refund Calculation: Students will receive a full refund less an administrative fee of $20.00 and the non-refundable campus service card fee of $2.00.

Check Disbursement:  Refund checks are processed and forwarded to the student's home address on file within three weeks of the official withdrawal date. A Refund Request form is not necessary to complete the refund process.

Additional Important Information:

a)  If a refund check is issued as a result of total withdrawal or non-enrollment from the University and the student wishes to register again, full payment for registration fees and/or non-resident tuition along with any applicable late and/or administrative fees must be made.  Approved add forms will be validated at the time of payment.

b)  For unofficial withdrawals and/or cancellation of classes, refund checks will not be processed until after the 60 percent point of the attendance period, which is April 7, 2008 unless a Refund Request form is submitted to the Bursar’s Office

B. Pro-Rata Refund of Registration Fees including Non-Resident Tuition      

Deadline:  January 24, 2008 – April 7, 2008

(On the First Day of Instruction through 60% Point)

Eligibility:  Students are entitled to a pro-rata refund when they cancel their registration, drop all courses, or officially withdraw no later than April 7, 2008. SF State students must withdraw from the University and submit a completed withdrawal card as required by the Registrar's Office at the One Stop Student Services Center. The official withdrawal procedure facilitates the refund process. Otherwise, for unofficial withdrawals and/or cancellation of classes, refund checks will not be processed until after the 60 percent of the attendance period, which is after April 7, 2008 unless a Refund Request form is submitted to the Bursar’s Office

 

Calculation: Students will receive a pro-rata refund less an administrative fee of $20.00.  The pro-rata refund is determined on the basis of the student's withdrawal date and the length of the semester. The length of the semester is calculated from the first day of instruction through final exams and excludes any breaks of five (5) days or more. Refund checks are processed and forwarded to the student's home address within three weeks from the official withdrawal date. A Refund Request form is not necessary to complete the refund process.

For Spring 2008 semester, the total number of days from the first day of instruction (January 23, 2008) through the last day of final exams (May 23, 2008) is 115.

For example:  Undergraduate Resident Student A enrolls for 6 units, paying the $804 State University Fee and $342 local fees.  Student withdraws 28 days into the 115-day semester.  Student was enrolled for 24.3% (28/115) of the term and receives a refund of 75.7% of the total registration fee, $848.38 ($866.38 less $20 administrative fee.) 

Undergraduate International Student B enrolls for 6 units, paying the $804 State University Fee, $2,034 ($339 x 6 units) Non-Resident Tuition and $342 local fees (total fees paid of $3,180).  Student withdraws 28 days into the 115-day semester.  Student was enrolled for 24.4% (28/115) of the term and receives a refund of 75.6% of the total fees paid, $2,384.08 ($2,404.08 less $20 administrative fee.)

Deadline and Eligibility:  Students are eligible for a partial refund of the State University Fee if payment is made 6.1 or more units, but only officially registered for 6.0 or fewer units as of the published drop date of February 20, 2008.

Notes:

·         Refund checks will be processed after April 7, 2008.  This prevents inadvertent issuance of partial refund checks to students whose classes start at a later time and for those students waiting/holding to add classes. 

·         A refund request is not required unless students want to expedite the partial refund check processing.  Allow ten business days from the date the refund request form is received and stamped by the Bursar's Office. 

·         If a partial refund check is issued and classes are added resulting in a full-time unit load of 6.1 or more, students must return the refund check or pay the additional registration fees, and have the add forms validated by the Bursar's Office.  The administrative fee of $20 assessed for refund check processing is non-refundable.

·         If a partial refund check was requested and issued, and student withdraws from the University between February 21, 2008 and April 7, 2008, the remaining refund check will be calculated using the withdrawal pro-rata schedule for the original full-time registration fees paid less any partial refunds issued and administrative fees.

For example: An undergraduate resident student enrolls for 9 units, paying the $1,386 State University Fee and local fees of $342.  The student drops 3 units by the ending date of the designated drop period which is 14 days into the 115-day semester and receives a refund of $562.00 ($582 less $20 administrative fee). See schedule above.  If the student, after receiving a partial refund, subsequently withdraws 40 days into the term, the student would be subject to the same pro-rata refund at the time of withdrawal as students withdrawing at the same time.  The percent of attendance for 40 days is 34.8% (40/115) and a refund of 65.2% of the full-time registration fees, $1,126.66 less administrative fee of $20.  Student will therefore receive the balance of $544.66 ($1,126.66 - $582.00 partial refund) less the $20 administrative fee.

Unit Load Change For International Out-of-State Students: Non-Resident Tuition Refund

Deadline:  January 24, 2008 – February 20, 2008

(On the First Day of Instruction through the Published Drop Date)

Eligibility: A non-resident student who drops units on or before February 20, 2008, shall be entitled to a pro-rata refund of applicable tuition less an administrative fee of $20.00.  The pro-rata refund is determined on the basis of the drop date that results in a lower tuition charge and the length of the semester. The length of the semester is calculated from the first day of instruction through final exams and excludes any breaks of five (5) days or more. 

For Spring 2008 semester, the total number of days from the first day of instruction (January 24, 2008) through the last day of final exams (May 23, 2008) is 115.

Calculation:  Students will receive a pro-rata refund less an administrative fee of $20.00.  Refund checks are processed and forwarded to the student's home address on file within five weeks from the published drop date of February 20, 2008. A refund request form is not required unless students want to expedite the refund check processing which is normally ten business days from the date the Bursar's Office staff receives and stamps the refund form.

For Example: Undergraduate International Student enrolls for 12 units, paying the $1,386 State University Fee, $4,068 Non-Resident Tuition and $342 local fees (total fees paid of $5,796).  Student drops a 3 unit course (3 units at $339=$1,017) 15 days into the 115 day semester.  Student was enrolled for 13% of the 3-unit course and receives a refund of 87% of the non-resident tuition for the 3 units, $864.79 ($884.79 less $20 administrative fee.)

Note:  Students will not be eligible for Non-Resident Tuition refund for unit load change that results in lower non-resident tuition charge after the published drop date of February 20, 2008 unless a total withdrawal or cancellation of all classes takes place by April 7, 2008.

Late Request For Refund

Title 5 of the California Code of Regulations provides for late application of refunds only in the case of death or disability, or if a University rule prevents you from continuing. You must submit a Refund Request form and a Petition for Waiver of Financial Regulations to the Students Services Center, SSB 102 or Bursar's Office, ADM 155. The Petition for Wavier of Financial Regulations is applicable for the current semester only.

Special Circumstances Refunds

Students requesting refunds due to a payment collection error should go to the Bursar's Office for assistance.

Refunds for financial aid students will be returned to financial aid program funds. 

Note: A student will receive a refund check only when the refund amount exceeds the total amount of financial aid the student has claimed.
