For 99 years the people of Salamanca, a small economically depressed town in New York, leased their land from the Seneca Nation for $1 a year, a settlement made by the federal government in 1892. Heated debates about ownership, fairness, development, and the government’s role ensue as Salamanca and the Senecas negotiate a new treaty.
