Examines the problems of uncontrolled toxic waste disposal, in particular, of PCBs. Investigates the toxic waste dumping in Love Canal, New York, as well as similar occurrences around the country. Also looks at the technological and political obstacles t o cleaning up toxic waste sites, and notes that measurable amounts of PCBs are found today in every living cell.
