Starting from a 1960s case of mercury contamination in the waters off Minimata, Japan, this program surveys sites around the world where the ocean has been used as a dumping ground for pollutants. Difficulties in disposing of toxic waste even when the pr oblem is recognized and the slowness of governments in responding to water pollution are highlighted.
