How to Apply - Impaction at SF State

Campus Impaction

Campus impaction (otherwise known as campus wide impaction) means that a campus has exhausted existing enrollment capacity in terms of the instructional resources and physical capacity of the campus. Because the campus receives more eligible applicants during the initial admission application filing period than can be accommodated, the campus must therefore restrict enrollment to the campus for a specific enrollment category (i.e. first-time freshmen or transfers).

Local Applicants

SF State is committed to giving residents in six local area counties priority in the admission process. Fall admission decisions for most local area applicants will be made in December or January. Local applicants are guaranteed admission provided they apply by 11:59PM PST on November 30th, comply with all posted deadlines and meet CSU eligibility requirements for a non-impacted program by the end of the spring term. CSU-eligible local applicants who are not accommodated in impacted majors will be offered admission in their declared "alternate non-impacted major" listed on their CSU Mentor application.

Local First-time Freshmen

San Francisco State’s local admission area includes public and private high schools in the following Bay Area counties: San Francisco, San Mateo, Santa Clara, Alameda, Contra Costa and Marin. San Francisco State considers applicants who have graduated from one of the six Bay Area county high schools as local area applicants.

San Francisco State requires that local area applicants meet minimum CSU eligibility requirements for freshmen applicants. Note that applicants to impacted major may be held to supplemental criteria. For specific information about freshmen eligibility requirements to the CSU consult the CSU handbook pages 3-15: http://www.calstate.edu/sas/publications/documents/AdmissionHandbook.pdf

Local Transfers

San Francisco State’s local admission area is defined by having the majority of transfer units completed at a college or university within the following six Bay Area counties: San Francisco, San Mateo, Santa Clara, Alameda, Contra Costa, and Marin.

San Francisco State requires that upper-division transfer applicants meet the following requirements (summer or intersession work completed during the term immediately prior to enrollment is not used to determine eligibility):

  • Complete at least 60 transferable semester units (90 quarter units)
  • Complete at least 30 semester units of general education with a C or better. The 30 units must include all of the general education requirements in communication (oral communication, English Composition, critical thinking), and one course in college-level mathematics (course after intermediate algebra)
  • Have a cumulative transferable grade point average of at least 2.0 or better in college coursework
  • Be in good academic standing at the last institution attended

Note that impacted major programs at San Francisco State may use supplemental selection criteria to determine eligibility for those majors.

Non-Local Applicants

Non-local applicants are encouraged to apply. SF State will have space for out-of-area applicants and we encourage them to apply. Out-of-area applicants will be offered admission based on the overall space available and may require a higher grade point average (for transfers) or eligibility index (for freshmen). Out-of-area applicants should expect to receive fall admissions decisions in February or March.

Non-Local First-time Freshmen

San Francisco State considers applicants who graduate from high school outside of the six Bay Area counties as non-local area applicants.

San Francisco State requires that applicants meet all CSU general eligibility requirements for freshmen as described in question 4 above. Applicants from outside the local admission area will be considered on a space available basis with a recommended minimum GPA/Index of 3300/792.

Non-local Transfers

San Francisco State is an impacted campus for upper-division transfer students. In addition to meeting the general CSU transfer admission requirements, students from outside of our local admission area may be held to a higher GPA requirement. Upper-division transfer applicants from outside the local admission area will be considered on a space available basis with a recommended minimum 3.00 GPA or higher in all transfer work.

Non-residents of California and international applicants must meet higher minimum standard, regardless of major.

Major Program Impaction

Major impaction means that the number of applications from fully eligible students to a designated major during the initial filing period far exceeds the number of spaces available in that major. All transfer applicants from a US institution must meet minimum CSU requirements. Additional supplemental admission criteria may be required for admission into an impacted major program. International transfer students from foreign institutions are not held to minimum CSU admission requirements including the 4-basic subject areas.

The following majors are currently impacted at SF State University
