Immediate freeze on new General Fund requisitions and procurements

Note: the following e-mail was sent on 6/30/09 to all faculty and staff.

Dear Colleagues:

Because of the continued State budget stalemate, the CSU still does not have a General Fund budget for FY 2009/10.  In order to better manage our fiscal affairs in this period of uncertainty and impending budget reductions, I am freezing new expenditures from General Fund accounts, effective July 1, 2009 and continuing until further notice.  Purchase requisitions and procurement card charges committing FY 2009/10 General Fund (NG001) monies should not be initiated and will not be processed by University Procurement.  Requisitions and procurement card charges funded by sources other than the General Fund are not affected.

I understand that this temporary measure, taken only after consulting with the vice presidents, may cause some inconvenience and pose operational issues.  I am convinced, however, that it is a step we must take. If you have questions regarding this directive, please contact your vice president or Leroy Morishita, Executive Vice President for Administration & Finance.

Thank you for your cooperation in this difficult time.

-- Robert A. Corrigan, president
