Campus Impaction
Campus impaction (otherwise known as campus wide impaction) means that a campus has exhausted existing enrollment capacity in terms of the instructional resources and physical capacity of the campus. Because the campus receives more eligible applicants during the initial admission application filing period than can be accommodated, the campus must therefore restrict enrollment to the campus for a specific enrollment category (i.e. first-time freshmen or transfers).
Local Applicants
SF State is committed to giving residents in six local area counties priority in the admission process. Local applicants are students who have a local address and who graduated from a high school or earned the majority of their transfer units from a community college within Alameda, Contra Costa, Marin, San Francisco, San Mateo or Santa Clara counties. Fall admission decisions for most local area applicants will be made in December or January. Local applicants are guaranteed admission provided they apply by 11:59PM PST on November 30th, comply with all posted deadlines and meet CSU eligibility requirements for a non-impacted program by the end of the Spring 2013 term. CSU-eligible local applicants who are not accommodated in impacted majors will be offered admission in their declared "alternate non-impacted major" listed on their CSU Mentor application.
Non-Local Applicants
Non-local applicants are encouraged to apply. SF State will have space for out-of-area applicants and we encourage them to apply. Out-of-area applicants will be offered admission based on the overall space available and may require a higher grade point average (for transfers) or eligibility index (for freshmen). Out-of-area applicants should expect to receive fall admissions decisions in February or March.
Non-residents of California and international applicants must meet higher minimum standard, regardless of major.
Major Program Impaction
Major impaction means that the number of applications from fully eligible students to a designated major during the initial filing period far exceeds the number of spaces available in that major. All transfer applicants from a US institutionmust meet minimum CSU requirements. Additional supplemental admission criteria may be required for admission into an impacted major program. International transfer students from foreign institutions are not held to minimum CSU admission requirements including the 4-basic subject areas.

***Recommended Courses for Domestic Students: Students should complete as many of the recommended courses as possible. Students who have not completed these courses before transfer will have difficulty making progress towards their SF State degree in their selected major program. Although these courses are not absolutely required for admission, the impacted department may review completion of these courses when making admission’s decisions.
***Required Courses for Domestic Students: Students should complete all courses listed as required for admission by impacted programs. Students who have not completed required courses will not be considered for admission by the impacted department.
